Proclamation No. 72 was issued pursuant to Section 83 of Commonwealth Act No. 141, as amended, upon the recommendation of the Secretary of Agriculture and Natural Resources.
It withdraws the parcel of public domain from sale or settlement and reserves it for the Sablayan Penal Colony and Farm.
The Sablayan Penal Colony and Farm is placed under the administration of the Bureau of Prisons.
It recognizes that any existing private rights, if any, are not automatically extinguished by the reservation.

It uses rivers and creeks (e.g., Rayusan River, Kinarawan River, Maltongtong River, Busuanga River, Mompong River, Pusog Creek) and references to public forest and specific public lands subdivisions (PLS-15 and PLS-14).
