Application Requirements for Recognition

  • Submission of a Letter of Intent/Application signed by the training center's President or Owner.
  • Photocopy of the valid Certificate of Accreditation from the MTC, which must be permanent (not provisional).
  • Provision of specimen signatures of authorized signatories; required to report changes immediately.
  • An Affidavit of Undertaking by the training center’s President or Owner committing to:
    • Ensure personnel integrity and fair training practices.
    • Follow assessment guidelines akin to those set by the Board.
    • Submit Enrollment and Completion Reports timely.
    • Maintain confidentiality of assessment scenarios, which cover at least seven scenarios each for management and operational levels.
    • Accept unannounced surveillance by the Board/PRC.
    • Acknowledge that violation may lead to withdrawal of recognition.

Qualifications and Documentation for Instructors and Assessors

  • Must qualify under STCW Regulation I/6 and STCW Code Section A-1/6.
  • Instructors to have completed IMO Model Course 6.09; Assessors IMO Model Course 3.12 plus relevant courses.
  • Must be evaluated and interviewed by the Board.
  • Submission of lists of instructors and assessors quarterly, with a nil report if no changes.

Certificate of Assessment and Recognition Process

  • Certificate wordings for SSBT and ERS courses must conform to Board-adopted model.
  • Recognition of certificates conditional on payment of prescribed fee and ocular inspection to confirm standard compliance.

Pre-Assessment and Inspection Procedures

  • Board conducts a pre-assessment of documents based on approved checklists.
  • Upon passing, schedules an on-site inspection.
  • Inspection requests formalized in writing with details submitted to the Office of the Chairperson.
  • Inspection conducted as per Commission guidelines; report required within seven days, signed by Board members.
  • Report transmitted to the training center.

Monitoring and Surveillance Inspections

  • Board may conduct unannounced inspections to monitor training centers' compliance.

Standard Requirements for Recognition

  • Compliance required in areas including general requirements (ISO, Matrix), qualified assessors/instructors, library resources (IMO publications), equipment (including CCTV), and assessment scenarios.
  • Simulator equipment requirements:
    • Marine deck officers: one instructor’s station and two bridges (one must be full mission).
    • Marine engineer officers: one instructor’s station and two engine room workstations.
  • Simulator must have computerized evaluation/grading system with 70% passing score.
  • Seven assessment scenarios each required for management and operational levels aligned with STCW tables.

Issuance and Renewal of Certificate of Recognition

  • Certificate issued upon full compliance and payment of fees; signed by Board and PRC officials.
  • Valid for three years and renewable subject to inspection, compliance, and fee payment.

Fees

  • Inspection fees payable via postal money order or manager’s check to the PRC.
  • Prescribed fees required for issuance of the Certificate of Recognition.

Withdrawal and Cancellation of Recognition

  • Recognition may be withdrawn and Certificate canceled after due process for standard violations.

Effectivity

  • Rules supersede previous issuances and take effect 15 days post publication in the Official Gazette or a newspaper of general circulation.
