The legal basis is Section 10 (g), Article IV of Republic Act No. 8544 (Philippine Merchant Marine Officers Act of 1998), Republic Act No. 8981, and resolutions of the Board of Marine Deck Officers and Board of Marine Engineer Officers.
A maritime training center is a training institution accredited by the Maritime Training Council seeking recognition of the SSBT Course for marine deck officers and ERS Course for marine engineer officers in lieu of the practical assessment conducted by the Board.
SSBT (Ship Simulator and Bridge Teamwork) and ERS (Engine Room Simulator) courses are International Maritime Organization (IMO) model training courses that include skill assessment as a mandatory requirement under the 1978 STCW Convention for licensure.
They must submit a letter of intent/application signed by the President/Owner, photocopy of valid MTC accreditation, specimen signatures, an affidavit of undertaking, and other required documents as specified in Section 4.
The training center must ensure integrity and honesty in training and assessment, adhere to fair practices and schedules, keep assessment scenarios confidential, comply with accreditation requirements, and submit to inspection, among other obligations.
They must qualify under Regulation I/6 of the revised STCW Convention, complete IMO Model Course 6.09 (instructors) or 3.12 (assessors), and be evaluated and interviewed by the Board.
After full compliance with the requirements and payment of prescribed fees, the Board issues a numbered Certificate of Recognition signed by the Board and PRC officials.
The certificate must be renewed every three (3) years subject to inspection by the Board, compliance with renewal requirements, and payment of renewal fees.
The Board may, after due process, withdraw recognition and order the cancellation of the Certificate of Recognition.
