- Landowner: Persons owning land in the barangay residing in the municipality or adjacent areas.
- Cultural Community: Ethnic Filipino tribal groups certified by appropriate cultural or Muslim affairs offices.
- Farmer: Natural person whose primary livelihood is land cultivation or crop production.
- Farmworker: Employee rendering services on agricultural farms, including those affected by agrarian disputes.
Composition of PARCCOM
- Total of thirteen members including:
- Chairman appointed by the President.
- Ex officio members: Provincial Agrarian Reform Officer (PARO), Provincial Agriculture Officer (PAO), PENRO, Land Bank representative.
- Elective members representing farmers' organizations, cooperatives, NGOs, landowners, beneficiaries, and cultural communities.
Composition of BARC
- Eleven members including:
- Barangay council representative.
- DA, DENR officials assigned locally.
- DAR Agrarian Reform Technologist.
- Land Bank representative.
- Sector representatives for farmers, cooperatives, NGOs, and landowners.
- Members from government offices designated; sector representatives elected.
- Executive committee within BARC composed of chairman, DAR representative, and two members.
Pre-Qualification Criteria
- Farmers' Organizations must be registered with government agencies and organized at provincial level.
- Cooperatives and NGOs also require proper registration and submission of officer lists.
Election Process
- PARCCOM sectoral representatives elected by accredited organizations through provincial assemblies.
- Landowners, NGOs, cooperatives select representatives or PARO conducts elections if they fail to do so.
- BARC sectoral elections supervised by Agrarian Reform Technologist with secret balloting.
- Voters' lists posted publicly prior to elections.
Term of Office
- Both PARCCOM's private sector elected members and BARC members serve two-year terms.
Meetings
- Initial organizational meetings convened by PARO.
- Regular monthly meetings or as needed.
- Quorum requires simple majority.
PARCCOM Procedures and Responsibilities
- Chairman presides and calls meetings.
- Executive Officer handles operations, reports, and secretariat services.

- Takes effect 10 days after publication in two national newspapers.
- Revokes inconsistent orders, circulars, rules, and regulations.
