The purpose is to ensure the successful implementation of the Comprehensive Agrarian Reform Program (CARP) at the provincial and barangay levels, respectively, by coordinating, monitoring, and assisting in agrarian reform activities.
PARCCOM coordinates and monitors CARP implementation in the province, provides information on agrarian reform laws, monitors progress, recommends priority land reform areas, and performs other functions assigned by the PARC through the Secretary of Agrarian Reform.
1) Mediate and conciliate agrarian disputes; 2) Assist in identifying qualified beneficiaries and landowners; 3) Assist beneficiaries in obtaining credit from lending institutions.
A Farmer's Organization is a duly constituted organization or association of agrarian reform farmer-beneficiaries organized province-wide and registered or accredited with government agencies such as SEC, BACOD, or DOLE.
PARCCOM has thirteen members: Chairman appointed by the President, four ex officio members (PARO, PAO, PENRO, LBP representative), and eight elective members representing farmers' organizations, agricultural cooperatives, NGOs, landowners, farmers and farmworkers, and cultural communities if applicable.
All elected members from the private sector serve for two (2) years.
They must be registered with appropriate government agencies (BACOD, DOLE, SEC), organized up to the provincial level with proof of registration/accreditation, and submit a certified list of current officers and terms of office.
All accredited farmers organizations in the province send three delegates each to a provincial assembly; delegates are grouped into three sectors to elect representatives for farmers' organizations, farmer and farmworker beneficiaries, and principal crop representatives.
A simple majority of members constitutes a quorum sufficient to render decisions.
BARC attempts to mediate, conciliate, and settle disputes within thirty (30) days. If unresolved, it issues a certification of proceedings to parties within seven days after the 30-day period. Decisions are final and executory unless appealed to the PARO within ten (10) days.
