Purpose

Definition of Terms
- Fitness: Suitability of an officer for a position based on specific criteria
- Physical Fitness: Individual's stamina, strength, speed, agility, and suppleness needed to perform vigorous tasks
- Stair Ascension Test: Physical test measuring cardiovascular endurance, aerobic capacity, balance, muscle strength while climbing stairs increasing in elevation
- Key Positions: Include Directors of DIPOs, Regional Directors of PROs, NSU Directors, District Directors, Provincial and City Directors, Chiefs of Police, Battalion and Company Commanders in specified units
- Placement: Selection and designation of an officer to a key position
- PNP Senior Officers' Placement and Promotion Board (SOPPB): Authorized group evaluating officers for promotion and placement
Guidelines
- Emphasizes the principle "Sound Body Breeds Sound Mind" for effective leadership
- Physical fitness is crucial for efficient police operations and leadership
- Ten (10)-Storey Ascension Test is a mandatory criterion for key position appointment
- Directorate for Human Resource and Doctrine Development (DHRDD) supervises and reviews the Physical Fitness Program and standards
- Test venues include NCR and other regions where suitable ten-storey structures exist, validated and accredited by DHRDD
- Standard dimensions for test location: floor height (10-12 feet), step height (7-8"), step width (10-12"), 20 steps per floor, 45-degree inclination
- Test timing standards differ by position and gender, e.g., Directors must complete within 2:45 mins (male) and 3:15 mins (female)
- Test conducted under supervision and validation of DHRDD or respective regional units
- Authentication of test results is designated by position level authorities
- If no suitable building exists locally, the test occurs in nearest accredited venue
- Uniform during test is prescribed as PNP Athletic Uniform
- Funded by the Training and Doctrine Command (TDC)
- Results shall be publicly posted on DHRDD bulletin board and PNP website
Procedures
- DHRDD schedules and organizes tests for higher-level officers in coordination with PNP Health Service upon SOPPB endorsement
- Regional DHRDDs handle tests for Provincial/City Directors and other lower-ranking positions, allowing candidates to test in their current stationed region as needed
- Medical examination before the test includes ECG, stress test, X-ray, lab tests (CBC, blood chemistry), EENT, and pulmonary function to ensure fitness; only medically cleared officers may proceed
- Test involves climbing from 1st to 10th floor stairway, timing recorded from start to finish, candidate must meet or beat the standard time to pass
- Pre- and post-test health monitoring includes blood pressure, heart, and respiratory rate checks; warm-up and cool-down exercises mandated
- Immediate medical consultation required if symptoms like chest pain, dizziness, or difficulty breathing occur
- Test results submitted to SOPPB for incorporation into overall key position candidate evaluation
- Results remain valid for six months from test date
Rescission
- All previous PNP policies inconsistent with this Memorandum Circular are revoked
Effectivity
- Circular takes effect 15 days after filing with the University of the Philippines Law Center pursuant to Executive Order No. 292 (The Revised Administrative Code of 1987)
