The main purpose is to prescribe the policies, guidelines, and procedures governing the implementation of the Ten (10)-Storey Ascension Test as an additional requirement apart from the Physical Fitness Test for the selection and placement of Police Commissioned Officers (PCOs) to key positions in the Philippine National Police.
Physical fitness is defined as the physical condition of every individual, specifically stamina, strength, speed, agility, and suppleness, determining the ability to perform rigorous works.
Key positions include Directors of DIPOs, Regional Directors of PROs, Directors of NSUs, District Directors, Provincial Directors, City Directors, Chiefs of Police, Battalion Commanders of Regional and District Public Safety Management Battalions, and Company Commanders of Provincial and City Public Safety Management Companies.
It is a physical fitness activity testing cardiovascular endurance, aerobic capacity, sense of balance, muscle strength, and well-being by requiring the performer to climb the stairs of a ten-storey building or similar structure within a prescribed standard time.
The Directorate for Human Resource and Doctrine Development (DHRDD) is mandated to supervise the Physical Fitness Program of the PNP, including formulation, review, scheduling, and validation of the Ten-Storey Ascension Test.
The standard time for male Directors of DIPOs and Regional Directors is 2 minutes and 45 seconds.
If a PCO exceeds the standard time set in their category, they will not be qualified for selection to key positions by the Senior Officers’ Placement and Promotion Board (SOPPB).
PCOs must undergo a medical examination supervised by the Health Service including ECG, Stress Test, X-Ray, Laboratory Examinations (CBC and Complete Blood Chemistry Test), EENT examinations, and Pulmonary Function Test. Only those who pass are allowed to take the test.
The test is conducted in NCR for Directors of DIPOs, Regional Directors, Directors of NSUs, and District Directors, and in venues recommended by Regional Directors of PROs and validated by the DHRDD for Provincial/City Directors, Chiefs of Police, and Commanders of PNP Maneuver Units.
It took effect fifteen (15) days after filing a copy at the University of the Philippines Law Center in accordance with the Revised Administrative Code of 1987, as amended.
