Requirements for Eligibility (Section 2)

  • Qualifications:
    • Bachelor’s degree in any approved field.
    • Plus one of the following:
      1. Minimum 3 years continuous relevant research/teaching experience or patented invention.
      2. Master’s or Doctorate degree in any specified field from CHED-recognized school.
  • Documentary Requirements:
    • Duly filled CS Form 101-A (Revised 2005).
    • Three (3) recent ID photos with official name tags in specific format.
    • Assessment fee of Php 100 payable to DOST.
    • Five copies each of:
      • Certified statement of duties/responsibilities.
      • Transcript of records and diploma (authenticated photocopy).
      • Recommendation from office/school head assessing research/teaching proficiency.
      • Certified list of S&T subjects taught and duration.
      • Additional documents such as published research papers, certification of research proficiency, patented invention certificates.
  • Requirements when claiming Certificate of Eligibility (CEO):
    • Application receipt.
    • Valid original and photocopy of government-issued ID.
    • Authenticated birth certificate, marriage certificate (for married females).
    • Processing fee of Php 150 (Postal Money Order if claimed via CSC Regional Office).

Duties and Responsibilities (Section 3)

  • Applicant:
    • Submit complete application and documents.
    • Undergo interview if required.
    • Pay applicable fees.
  • PD 997 Secretariat:
    • Verify completeness of applications.
    • Issue receipts.
    • Notify applicants of deficiencies.
    • Prepare applicant profiles.
    • Endorse complete applications to PD 997 Committee.
    • Notify approved applicants and submit list to CSC.
  • PD 997 Committee:
    • Quarterly convening to evaluate applications.
    • Conduct interviews as necessary.
    • Approve eligibility applications.
    • Endorse qualified applicants to CSC.
  • Civil Service Commission:
    • Approve any new fields proposed.
    • Grant eligibility and issue certificates.
    • Maintain monthly master list of eligibles.
    • Provide list to DOST.
    • Participate in Committee deliberations as needed.

Application Process (Section 4)

  • Applications may be submitted to DOST Regional Offices or directly to the DOST Central Office.
  • Applications received by CSC or DOST Regional Offices are forwarded to DOST Central Office for processing.
  • The Secretariat checks for completeness; incomplete applications will be returned for supplementation.
  • Complete applications go to the PD 997 Committee for evaluation and possible interview.
  • Committee assesses qualifications with equal weight to academic programs and experience.
  • Approved lists are sent to CSC for the grant of eligibility.
  • CSC issues Certificates of Eligibility upon submission of required documents.
  • CSC maintains the master register of eligibles.

Appropriateness and Effectivity of Eligibility (Section 5)

  • Eligibility conferred is suitable for first and second level government positions not governed by Bar, Board, or other special laws.
  • The eligibility becomes effective on the date of approval by the PD 997 Committee.

Effectivity and Repealing Clauses (Sections 6 and 7)

  • These Rules and Regulations take effect upon approval by the Civil Service Commission.
  • Previous rules inconsistent with these provisions are repealed or modified accordingly.
