The Rules and Regulations Implementing the Provisions of Presidential Decree No. 997 (Revised 2018) establish eligibility criteria for scientific and technological specialists in the Philippines, allowing them to apply for certain government positions without the need for professional board examinations.

A scientific and technological specialist is defined as a person who has highly technical qualifications gained through education and experience, has completed at least a bachelor's degree from a CHED-recognized institution with a major or specialization in specified fields of science, technology, engineering, mathematics, or related disciplines.

Fields include Natural Sciences (e.g., Biology, Physics, Meteorology), Engineering Sciences (e.g., Industrial Engineering, Computer Engineering), Mathematics and ICT (e.g., Applied Mathematics, Computer Science), and Other Disciplines (e.g., Environmental Science, Food Science). The Committee may also include other fields subject to CSC approval.

The applicant must have a bachelor's degree in listed fields and either at least three years continuous experience in research or teaching in the pertinent field or have earned a master's or doctorate degree in any of the enumerated fields.

Applicants must submit a duly accomplished CS Form 101-A, three 1"x1" ID pictures with handwritten name tags, assessment fee, five copies of a certificate of duties, transcript and diploma originals and copies, recommendation from head of office or school, list of S&T subjects taught certified by the Dean, and other relevant documents like research papers or certificates of patent.

Application receipt from DOST, original and photocopy of valid ID cards (from a specific list), birth certificate authenticated by NSO, marriage certificate for married females, and processing fee of PhP150.

The Committee evaluates applications quarterly, determines qualifications, conducts interviews if necessary, approves qualified applicants, and endorses the list of approved applicants to the CSC.

The Civil Service Commission (CSC) approves any field of specialization deemed appropriate by the PD 997 Committee but not included in the listed fields.

The Secretariat checks the completeness of applications, issues receipts, prepares profiles, endorses applications to the Committee, notifies applicants of approval, submits lists to CSC, and performs other related functions.

The applicant must pay an assessment fee of PhP100.00 to the DOST and a processing fee of PhP150.00 to the CSC.

The effective date is the date of approval of the application by the PD 997 Committee.
