Scope of the Order
- Regulates issuance and use of commemorative plates/stickers
- Ensures plates/stickers are used only for their intended commemorative purpose
- Prescribes uniform procedure to secure authority for usage
Eligibility to Apply
- Any group, organization, association, government agency or NGO may apply for authority
Authority to Issue
- Only issued upon prior written approval of DOTC Secretary
- Approval based on recommendation from LTO Assistant Secretary
- Requires certification from relevant government agencies:
- Department/Agency for national significance
- National Historical Institute for historical significance
- Department of Foreign Affairs for international significance
Application and Implementation Guidelines
- Submission of application letter stating purpose and event significance
- Disclosure of total number of plates requested
- Approval leads to compliance with design and procedural requirements including:
- Design must include organization emblem, expiry date, event name
- Plate size same as regular plates (390 mm x 140 mm)
- Right portion reserved for regular plate identifier
- Markings must be unique and distinguishable from regular plates
- Only authorized lead agency/committee may issue plates
- Payment of recording fee (P200) and non-refundable application fee (P1,000)
- Production costs paid directly to accredited suppliers
- Authorized vehicles limited to private cars, vans, SUVs, and similar
- Commercial vehicles, motorcycles, and for-hire vehicles prohibited
- One commemorative plate/sticker per vehicle only
- Written authority and official receipt must be carried in vehicle
- Obscene or offensive markings prohibited
- Must provide list of authorized users with positions
- Certified copies of CR and current OR for vehicles required
Responsibility for Compliance
- Sponsoring organization responsible for adherence to rules by users
- Violation may lead to cancellation or revocation of issuance authority
Placement and Installation of Plates
- Commemorative plate superimposed on regular front plate
- Regular front plate placement must be maintained
- Installation at the rear of vehicle strictly prohibited and penalized
Duration of Validity
- Commemorative plates valid for one year from month after approval
- Must be removed immediately upon expiration
Penalties for Violations
- Improper display accommodating commemorative plates: P5,000 fine
- Display of expired commemorative plates: P5,000 fine
- Violation of placement rules: P5,000 fine
- Illegal transfer between vehicles: P5,000 fine, vehicle impounded
- Unauthorized use without prior approval: P5,000 fine, vehicle impounded
- Failure to display regular plate: P5,000 fine
Repealing Clause
- Supersedes all inconsistent previous orders, memoranda, and regulations
Effectivity
- Effective 15 days after receipt by ONAR and publication in a newspaper of general circulation
