A Philippine law establishes rules and regulations for the issuance and use of commemorative plates and stickers, which can only be obtained for events of national, international, and historical significance, with strict guidelines and penalties for non-compliance.

Their issuance and use are limited to commemorating events that have national, international, and/or historical significance as defined in the Order, i.e., events with direct and vital impact on national life.

A national observance covered by a Presidential Proclamation or specific Presidential directive, or the launching of special government projects/events/programs actively supported by government whose objectives redound to national interest.

A national observance of historical events, or events observed at local/regional level but that caused a turning point or milestone in Philippine history.

Milestones of international organizations the Philippine government is committed member of, celebrated in the country, or international events hosted by the Philippine Government.

Any group, organization, association, Government Agency/Organization, and Non-Government Organizations (NGO).

An application letter stating the purpose and showing the event satisfies national/international/historical significance; and the total number of plates to be issued.

Submit sample design including organization name/logo/emblem, expiry date, and specific event; the plate must be 390 mm x 140 mm; the right portion indicates first and last characters of the regular plate number (25 mm x 50 mm) with the specified margin, following the referenced sketch.

No two plates for the same organization may have the same markings; commemorative plates must not bear resemblance/similitude to regular plates (alpha-numeric of three letters and three Arabic numerals) and low numbered/protocol LTO plates.

A recording fee of P200.00 per piece and a non-refundable application fee of P1,000.00, paid in advance at the LTO Collection Unit, Central Office, East Avenue, Quezon City.

Only cars, passenger vans/wagons, sports utility vehicles, passenger Asian utility vehicles/owner-type jeeps/jeepneys/jitneys classified as “Private”.

Trucks and trailers, buses, delivery vans, step vans, other similar commercial vehicles; all motorcycles (with or without sidecar); and motor vehicles classified as “For Hire”.

The written authority to use the commemorative plate together with the official receipt showing payment of the recording fee.

They must be superimposed over the regular front plate in the space provided; the regular front plate must remain in the space, and no commemorative plate may be installed at the rear. Rear installation is prohibited.

One (1) year from the month following its approval by the DOTC Secretary; upon expiration, the plate/sticker must be immediately removed.

The fine is P5,000.00 and the vehicle shall be impounded (as indicated in the Order’s penalties notes for illegal use and related offenses).
