The issuance and use of commemorative plates/stickers are limited to the observance and/or commemoration of events with direct and vital national life impact, having national, international, or historical significance as defined by the Order.

Any group, organization, association, Government Agency/Organization, and Non-Government Organizations (NGO) may apply for authorization to use commemorative plates/stickers.

Events of National Significance must be certified by the concerned Department/Agency; Historical Significance events must be certified by the National Historical Institute; International Significance events require certification from the Department of Foreign Affairs.

Applicants must submit an application letter stating the event's purpose and showing compliance with significance criteria, and indicate the total number of plates to be issued.

The commemorative plate shall be the same size as the regular plate (390 mm x 140 mm) with a reserved right portion of 25 mm x 50 mm to indicate the first and last characters of the regular plate number. Markings must be unique and not resemble regular plates.

Only private cars, passenger vans/wagons, sports utility vehicles, and passenger Asian utility vehicles/owner type jeeps/jeepneys/jitneys classified as private are authorized. Commercial vehicles, motorcycles, and vehicles for hire are not authorized.

Violations such as improper display, use of expired or unauthorized commemorative plates, illegal transfer, and failure to display regular plates are penalized with fines of P5,000.00, and the motor vehicle may be impounded.

Commemorative plates must be superimposed over the regular front plate and the regular front plate must remain in place. No commemorative plates shall be installed at the rear of the vehicle.

The display period is one year from the month following its approval by the DOTC Secretary. After expiration, the plates or stickers must be immediately removed.

There is a non-refundable application fee of P1,000.00 and a recording fee of P200.00 per plate and sticker, both payable in advance to the LTO Collection Unit.

The sponsoring organization or agency is responsible for compliance by every user of its commemorative plates. Non-compliance may result in revocation of authorization.
