Registration Procedure

  • Application for registration must be filed at the District Office designated by the Regional Director.
  • Applicant completes a prescribed application form and pays a fee of PHP 100.
  • The District Office conducts an actual inspection and submits findings to the Regional Director.
  • Upon approval, the application must be published once weekly for three consecutive weeks in a newspaper of general circulation.
  • A 30-day waiting period after the last publication must lapse with no adverse claim for registration to proceed.

Required Documentation

  • Approved application with official receipt of payment.
  • Affidavit of ownership and undertaking explaining non-registration and loss of documents, and absolving LTO of liability.
  • Motor Vehicle Inspection Report (MVIR), duly accomplished and approved.
  • Affidavit of Publication with a copy of the published notice.
  • Clearance from the Philippine National Police or Traffic Management Center (PNP/TMC).
  • Surety Bond equivalent to the vehicle or component's prevailing market value, valid for one year.
  • Appropriate insurance certificate of cover.

Fee Structure

  • Initial registration fee includes one year’s registration plus a 50% penalty for the period the vehicle was under automatic storage.
  • Subsequent fees to be collected based on the last digit of the issued plate number.
  • Other miscellaneous fees apply as relevant.

Control Mechanisms

  • Certificates of Registration and Motor Vehicle Registration Receipts are stamped with a restriction: "NO RESALE OR TRANSFER WITHIN ONE (1) YEAR FROM DATE OF INITIAL REGISTRATION."
  • Ensures uniformity and prevents immediate transfer or resale of registered vehicles or parts.

Amendatory Provisions

  • All conflicting orders, memoranda, rules, and regulations are amended, superseded, or modified accordingly to align with this Order.
