Appointment to CES Ranks
- Original appointments to CES ranks are made by the President upon recommendation by the CES Board.
- Appointment is qualified based on the salary grade of the position held by the CES Eligible.
Performance Requirements for Original Appointment
- CES Eligible must have at least a "Very Satisfactory" performance rating for the year immediately prior to appointment.
Training Requirements for Original Appointment
- Vary according to rank:
- CESO I: Completion of Executive Leadership Program (ELP) plus three accredited training programs.
- CESO II: ELP plus two accredited training programs.
- CESO III: ELP plus one accredited training program.
- CESO IV: Completion of Salamin, Diwa, and Gabay courses or ELP equivalency.
- CESO V: Completion of Salamin and Diwa courses or equivalent.
- CESO VI: Completion of Salamin course or equivalent.
Promotional Appointment to Higher CES Ranks
- CESOs promoted to higher CES positions may be appointed to corresponding higher ranks upon CES Board recommendation.
- CESOs may also be promoted to higher ranks without change in position based on qualifications.
Residency and Performance for Promotion
- A minimum residency of three years in the current rank is required for promotion.
- Performance ratings of "Very Satisfactory" are required each year during residency.
- An "Outstanding" rating counts as two years residency for promotion purposes.
- Unsatisfactory ratings reset accumulated performance credits.
Training Requirements for Promotion
- CESOs must fulfill the same training requirements as for original appointment to the higher rank.
Documentary and Clearance Requirements for Appointment
- Must submit clearances from:
- Current department or agency
- Civil Service Commission
- Sandiganbayan
- Office of the Ombudsman
- Presidential Anti-Graft Commission
- National Bureau of Investigation
- A sworn self-certification that no pending administrative or criminal cases exist.
- Certified copies of appointment papers, service records, and training certificates.
Final Provisions
- Separability clause ensures the rest of the resolution remains effective if any provision is invalidated.
- Repeals inconsistent existing CES rules and regulations.
- The resolution takes effect 15 days after publication in a newspaper of general circulation or the official gazette.
