Legal basis and prior CES policy
- Presidential Decree No. 1, as amended is cited for the rule that CES members are classified according to rank based on broad levels of responsibility and personal qualifications and demonstrated competence.
- Executive Order No. 292 is cited for the CES position categories listed under Section 7, Chapter 2, Sub-Title A, Title I, Book V, including Undersecretary, Assistant Secretary, Bureau Director, Assistant Bureau Director, Regional Director, Assistant Regional Director, Chief of Department Service, and other officers of equivalent rank identified by the CES Board.
- Memorandum Order No. 372 (July 3, 1991) is cited as issuing a modified ranking structure and salary schedule for the CES, with CES Rank 1 (salary grade 30) as the highest rank and CES Rank VI (salary grade 25) as the lowest rank.
- CESB Resolution No. 453 (September 10, 2002) is cited as having disassociated CES rank from position, establishing that the entry rank in the CES is CESO Rank VI regardless of the position held by the CES Eligible.
- The resolution declares that the Board found CESB Resolution No. 453 incongruent with PD No. 1 because ranks should be classified based on broad levels of responsibility and other qualifications.
Purpose and general framework
- The resolution adopts rules and procedures governing original appointment and promotional appointment to CES ranks.
- The resolution establishes a six-rank CES ranking structure with corresponding salary grades, and ties appointment qualification standards to performance ratings, training, and residency requirements.
CES ranking structure (six ranks)
- Section 1 (Ranking Structure in the CES) establishes six ranks in the CES ranking structure:
- Career Executive Service Officer Rank I — SG 30
- Career Executive Service Officer Rank II — SG 29
- Career Executive Service Officer Rank III — SG 28
- Career Executive Service Officer Rank IV — SG 27
- Career Executive Service Officer Rank V — SG 26
- Career Executive Service Officer Rank VI — SG 25
- The resolution provides that CESO I is the highest rank and CESO VI is the lowest rank under this structure.
Original appointment requirements
- Section 2 (Original Appointment) requires that appointment to CES ranks be made by the President from a list of CES Eligible recommended by the Board.
- The resolution provides that a CES Eligible appointed to a CES position may qualify for original appointment to a CES rank based on the salary grade corresponding to the position occupied.
- Section 3 (Baseline Performance Rating) requires that, for original appointment, a CES Eligible must have a performance rating of at least Very Satisfactory for the year immediately preceding the recommendation for appointment.
- Section 4 (Training Requirements) sets training requirements depending on the CES rank sought:
- CESO I: completion of ELP and three (3) accredited training programs or its equivalent
- CESO II: completion of ELP and two (2) accredited training programs or its equivalent
- CESO III: completion of ELP and one (1) accredited training programs or its equivalent
- CESO IV: completion of Salamin, Diwa and Gabay courses (ELP Graduate) or its equivalent
- CESO V: completion of Salamin and Diwa courses or its equivalent
- CESO VI: completion of Salamin course or its equivalent
Promotional appointment requirements
- Section 1 allows a CESO promoted to a higher CES position to be appointed by the President to the equivalent higher CES rank, upon recommendation by the Board.
- Section 2 allows a CESO, even without being promoted to a higher CES position, to be recommended for appointment to a higher CES rank.
- Section 3 (Residency Requirement) requires that, to qualify for promotional appointment, a CESO shall have at least three (3) years residency in the CES rank.
- Section 4 (Baseline Performance Rating) sets promotional performance requirements:
- A CESO must have a performance rating of at least Very Satisfactory for every year of Residency in the CES rank.
- An Outstanding performance rating received in a particular year is equivalent to two (2) years of experience in the CES rank.
- A CESO who receives an Outstanding and a Very Satisfactory performance rating is considered to have met the three (3) years of residency and may be recommended for promotional appointment.
- The computation of either an Outstanding or Very Satisfactory rating is cumulative.
- An Unsatisfactory performance rating received before completing the three (3) Very Satisfactory or the Outstanding/Very Satisfactory requirements obliterates previously obtained Outstanding and/or Very Satisfactory ratings; the CESO must restart accumulation to be recommended by the Board.
- Section 5 (Training Requirements) provides that, to be promoted to a higher CES rank, a CESO shall comply with the same training requirements provided under Section 4, Article II of the resolution.
Documentary requirements for appointments
- Section 1 (Other Requirements) requires that, in addition to basic requirements for original and promotional appointment, a CESO or CES Eligible must submit documentary requirements including:
- Clearances from:
- the Department or Agency of the CESO or CES Eligible
- the Civil Service Commission
- Sandiganbayan
- the Office of the Ombudsman
- the Presidential Anti-Graft Commission
- the National Bureau of Investigation
- a self-certification under oath issued by the CESO or CES Eligible stating that he/she has no pending administrative or criminal cases
- a copy of appointment paper and service record duly certified by the Office Personnel/Administrative Officer
- copies of training certificates duly certified by an authorized personnel of duly accredited training institutions

Final provisions: separability, repeal, and effectivity
- Section 1 (Separability Clause) provides that if any part of the resolution is held invalid, the remaining provisions continue to have full force and effect as if the invalid part had not been included.
- Section 2 (Repealing Clause) provides that all existing CES rules, regulations, circulars, and memoranda inconsistent with the resolution are repealed or amended accordingly.
- Section 3 (Effectivity) provides that the resolution takes effect fifteen (15) days after publication in a newspaper of general circulation or in the official gazette.
