The resolution cites PD No. 1 (as amended) for the classification of Career Executive Service (CES) members by rank based on broad levels of responsibility and personal qualifications/competence. It also cites Executive Order (EO) No. 292 (Book V, Title I, Chapter 2, Sub-Title A, Sec. 7) stating the CES positions (e.g., Undersecretary, Assistant Secretary, Bureau Director, etc.) and that they are appointed by the President.
There are six (6) CES ranks, from Career Executive Service Officer (CESO) Rank I to CESO Rank VI.
CESO I = SG 30; CESO II = SG 29; CESO III = SG 28; CESO IV = SG 27; CESO V = SG 26; CESO VI = SG 25.
The President appoints from a list of CES Eligibles recommended by the CES Board. For original appointment to CES ranks, the CES Eligible may qualify based on the salary grade corresponding to the CES position they occupy.
The CES Eligible must have a performance rating of at least “Very Satisfactory” for the year immediately preceding the recommendation for appointment.
Completion of ELP and three (3) accredited training programs (or its equivalent).
Completion of Salamin course (or its equivalent).
A CESO promoted to a higher CES position may be appointed by the President to the equivalent higher CES rank upon recommendation by the Board.
Yes. The resolution allows a CESO to be recommended for appointment to the higher CES rank “regardless of the CES position he/she occupies,” subject to the other requirements.
A CESO must have at least three (3) years residency in the CES rank.
The CESO must have at least “Very Satisfactory” performance rating for every year of residency. An “Outstanding” rating in a particular year is equivalent to two (2) years of experience in the CES rank.
A CESO who receives an “Outstanding” and a “Very Satisfactory” performance rating shall be considered to have met the three (3) years of residency and may be recommended for promotion. Computation of either rating is cumulative.
An Unsatisfactory rating received before completing the three (3) Very Satisfactory or the Outstanding/Very Satisfactory requirements obliterates previously obtained Outstanding and/or Very Satisfactory ratings. The CESO must start accumulating again under the same rules.
Yes. Article II, Section 5 states that to be promoted to a higher CES rank, a CESO must comply with the same training requirements under Article II, Section 4 (as referenced in the resolution) and, practically, the training requirements provided for CES ranks.
Clearances from: (1) the Department or Agency of the CESO/CES Eligible; (2) the Civil Service Commission; (3) the Sandiganbayan; (4) the Office of the Ombudsman; (5) the Presidential Anti-Graft Commission; and (6) the National Bureau of Investigation.
A self-certification issued by the CESO/CES Eligible under oath stating that he/she has no pending administrative or criminal cases.
It takes effect fifteen (15) days after publication in a newspaper of general circulation or in the official gazette.
If any section or part is held invalid, the remaining provisions remain in force as if the invalid part had not been included.
