Legal basis and directive authority
- The issuance operates pursuant to the directive of the Honorable Secretary of DOTC under Department Order Nos. 94-806 and 94-289.
- The memorandum also expressly references Section 5 of R.A. 4136 regarding deposit, and Section 16 of R.A. 4136 regarding registration during a specified period.
- The memorandum directs penalties in coordination with Department Order No. 93-693 and MC No. 89-105.
Coverage and subject vehicles
- The memorandum governs right hand drive (RHD) vehicles for purposes of registration renewal, payment under deposit rules, and apprehension.
- The memorandum specifically covers RHD vehicles registered from January to March 1995 under Section 16, R.A. 4136.

Core registration and renewal restrictions
- No RHD vehicle shall be renewed its registration effective 01 April 1995.

Apprehension, confiscation, and suspension

Operation during suspension and penalties
- If a suspended RHD vehicle is found operating during the period of its suspension, the driver and/or owner must be penalized.
- The memorandum mandates that the penalty be in accordance with Department Order No. 93-693 and MC No. 89-105.
Proof of conversion and inspection
- Proof of conversion from RHD to LHD must be made through ocular inspection.
- Proof of conversion must also include presentation of the Certificate of Warranty provided under PNS regulations.
- Conversion proof must be presented to satisfy the conversion requirement before the vehicle is treated as properly converted.
Administrative enforcement and sanctions
- For any violation of these guidelines, the head of the registering agency and inspector concerned shall be summarily penalized.
- Summary penalties include relief and suspension.
- The memorandum authorizes such other administrative action provided under existing Civil Service rules and regulations.

- The memorandum is adopted on March 27, 1995.
- It is signed by Manuel F. Bruan, Assistant Secretary.
- It orders strict compliance of all concerned.
