Effective April 1, 1995, the registration of right-hand drive vehicles is prohibited, requiring owners to convert them to left-hand drive to avoid penalties, including confiscation of license plates and potential administrative action against registering officials.

No RHD vehicle shall be renewed its registration effective April 1, 1995.

No, owners of RHD vehicles are not allowed to pay under deposit but may place the vehicle under storage and reactivate it only after proper conversion to left hand drive (LHD).

They shall be apprehended, license plates confiscated, and registration suspended until converted (repositioned) to LHD.

The driver and/or owner shall be penalized in accordance with Department Order No. 93-693 and MC No. 89-105.

Proof of conversion is through ocular inspection and presentation of the Certificate of Warranty under the PNS regulations.

They shall be summarily penalized, including possible relief and suspension and other administrative actions under existing Civil Service rules.
