Documents Required

  • Movement of forest products must be covered by appropriate Certificates of Origin issued by authorized DENR officials.
  • Pre-issuance requires a written request detailing shipment specifics and proof of legitimate origin, payment of charges, and proper marking.
  • Logs require CTO issued by CENRO with supporting tally sheets and sales invoices if sold to second parties.
  • Lumber transport requires CLO supported by tally sheets and sales invoices.
  • Non-timber products need CNFPO and tally sheet.
  • Plywood and veneer must be accompanied by CPO and CVO respectively, supported by delivery receipts and sales invoices.

Exemptions

  • Imported logs, lumber, unprocessed rattan trans-shipped locally with a Certificate of Verification.
  • Forest products from private or alienable/disposable lands certified by CENRO and accompanied by tax payment receipts.
  • Logs transported within licensee’s concession area with delivery receipts.
  • Lumber transported within a Province or GMA with sales invoice or delivery receipt.
  • Finished, semi-finished, or knock-down products accompanied by sales invoices or delivery receipts.

Issuance, Validity Period, and Distribution of Certificates of Origin

  • Certificates are issued by the CENRO or authorized representative.
  • CTO for land transport valid for 15 days; for water transport valid for 30 days or until discharge.
  • Extensions granted by nearest CENRO if certificate expires before delivery.
  • Copies distribution: Original to consignee, duplicates to various DENR offices and licensee/permittee.

Penal Provisions

  • Transport without prescribed documents classifies forest products as illegal subject to government confiscation and lawful disposal.
  • Forest officers issuing defective certificates face immediate suspension and other penalties.
  • Defective certificates are null and void.

Effectivity

  • Order takes effect immediately upon UP Law Center acknowledgment and 15 days after newspaper publication.
  • Supersedes inconsistent prior orders, circulars, memoranda, and instructions.
