DENR Administrative Order No. 59 establishes revised regulations for the transport of logs, lumber, plywood, veneer, and non-timber forest products, mandating the issuance of various Certificates of Origin to ensure sustainable forest resource management and prevent illegal movement of forest commodities.

It is issued pursuant to PD No. 705, as amended, and EO No. 192 dated 10 June 1987.

To effectively monitor movement of timber and forest products from the resource base without unnecessarily impeding lawful transport, by requiring transport documents that also help control contraband movement and support policy formulation.

No CTO is required for timber transported within the concession/licensed area. The company’s Delivery Receipt must accompany transport to logponds or processing plants situated within the company’s concession area.

It must be accompanied by a Sales Invoice (in addition to the required CTO-related documents, as applicable).

Imported logs must be accompanied by a Certificate of Verification from the port of entry to the point of destination, issued by the CENRO with jurisdiction over the port of entry area.

Transport of lumber must be accompanied by a Certificate of Lumber Origin (CLO) issued by the CENRO (or authorized representative) with jurisdiction over the processing plant producing the lumber or the authorized lumber firm. For validity, the CLO must be supported by the company tally sheet or delivery receipt, and in case of sale, a lumber sales invoice.

Transport of plywood must be accompanied by a Certificate of Plywood Origin (CPO). To be valid, it must be supported by a Delivery Receipt and, if sale is involved, a Sales Invoice.

Transport of veneer must be accompanied by a Certificate of Veneer Origin (CVO) issued by the CENRO/authorized representative with jurisdiction over the processing plant producing the veneer or the authorized veneer firm. It must be supported by a Delivery Receipt, and if sold, by a Sales Invoice.

The CNFPO accompanies transport of non-timber forest products and is issued by the concerned CENRO. It must be supported by the shipper’s tally sheet to be considered valid.

Examples: (1) Imported logs/lumber/unprocessed rattan canes/poles trans-shipped from the local port of entry, with a Certificate of Verification; (2) Logs/fuelwood/derivatives and non-timber forest products planted inside private land or A and D lands, certified by the CENRO before shipment and accompanied by a copy of RA 7161 tax payment official receipt; (3) Logs transported from cutting area to the licensee’s processing plant/logpond/log storage area with a duly issued delivery receipt; (4) Lumber transported within a province or within GMA with sales invoice and/or delivery receipt; (5) Finished/semi-finished/knock-down wood and non-wood products covered by sales invoices and/or delivery receipts.

For land transport, a CTO is issued on a per-truck basis and valid only for fifteen (15) days from date of issuance. For domestic water transport, CTO is issued on a per-shipment basis and valid only for thirty (30) days from issuance or upon discharge at destination, whichever comes first.

Original—Consignee/buyer; Duplicate—CENRO; Triplicate—Licensee/permittee; Quadruplicate—CENRO Forestry Specialist; Quintuplicate—Regional Executive Director; Sextuplicate—Forest Management Bureau.

They are considered illegal and subject to confiscation in favor of the government and disposed in accordance with applicable laws, rules, and regulations.

It takes effect immediately upon acknowledgment by the UP Law Center and fifteen (15) days after publication in a newspaper of general circulation.
