Definitions of Key Terms
- Driver: Any licensed motor vehicle operator.
- Non-Professional Driver's License (NPDL): Authority to operate a private motor vehicle.
- Professional Driver's License (PDL): Authority to operate private or public utility vehicles; holders may also operate private vehicles without compensation.
- Conductor's License: Authority for assisting in fare collection and passenger/cargo safety in public utility vehicles.
- Accredited Physician: Licensed doctor authorized to medically examine applicants and issue medical certificates.
- Medical Certificate: Physician’s statement certifying medical examination results.
- Drivers with Partial Disability: Drivers with limited physical capabilities.
- Driver's License Renewal Office (DLRO): An LTO office handling plain renewal of licenses without changes or alarms.
Requirements for Establishing DLROs
- Must be located in commercial centers with a lease agreement between LTO and commercial center.
- Lease for free use of space for five years including installation of a 42-inch LED TV and computer system.
- Minimum segregated office space of 25 square meters exclusive for LTO use; waiting area also provided free.
- Area must have reliable data communications and ample electricity supply meeting LTO system requirements.
- Applications evaluated by LTO Central Office and approved by the Assistant Secretary and Secretary of Transportation and Communications.
- Memorandum of Agreement to be signed by the Assistant Secretary and Regional Director.
Personnel Requirements and Duties
- Each DLRO staffed by minimum of four personnel from the nearest LTO District Office; at least two must be organic LTO personnel.
- Roles:
- Evaluator: Receives and validates documents, encodes new expiration dates.
- Cashier: Collects fees, issues Official Receipts, and releases licenses.
- Photographer: Takes photo and biometric signature, prints license card.
- Support Staff: Scans documents and performs other essential tasks.
- Cross-training required so staff can cover each others’ duties to maintain process continuity.
- Only organic LTO personnel can fill in for Evaluator or Cashier absences.
- Regional Directors must certify that DLRO staffing does not impair district operations; substitutions must be organic personnel.
- Monthly transaction reports required at DLRO, district, regional, and central office levels.
License Renewal Requirements
- Renewal allowed at least one month before expiration, not more than two years after.
- License renewal must be on or before last working day prior to expiry if expiry falls on non-working days; otherwise license becomes delinquent and invalid except if surrendered timely to avoid penalty.
- Requirements include:
- Current valid license (NPDL, PDL, or Conductors License).
- Medical Certificate from a licensed physician valid within 15 days from issuance.
- Tax Identification Number (only for professional drivers).
- Payment of required fees.
- Personal appearance for photo and biometric capture.
Driver's License Renewal Process Flow
- Window 1 (Evaluator): Applicant submits expired license and medical certificate; data validated.
- If info is correct, license returned and data sent for photo/signature.
- Changes or alarm status require referral to LTO Licensing Center or settlement of apprehensions.
- Window 2 (Photographer): Takes applicant’s picture and signature, prints license card.
- Window 3 (Cashier): Collects payment, issues receipt, releases renewed license.
- Use of fake medical certificates results in denial of renewal, immediate license alarm and recall, and disqualification from future licensing.
Penalties and Administrative Sanctions
- Use of falsified medical certificates disqualifies applicants and triggers recall of licenses issued on such grounds.
- Violations of order by LTO officials and employees subject to disciplinary action under Civil Service Rules.
Repealing and Separability Clauses
- Prior inconsistent orders, circulars, and memoranda, including Department Orders 2007-33 and 2010, are repealed or amended accordingly.
- Any provision declared unconstitutional will not affect validity of remaining provisions.
Effectivity
- The Order takes effect 15 days after publication in a newspaper of general circulation.
