It revises and prescribes the rules and regulations governing the establishment and operations of Driver’s License Renewal Offices (DLROs), streamlining driver’s license renewal transactions and defining the structure and procedures for efficient implementation of the renewal process.

A DLRO is an LTO renewal office that caters to the plain renewal of driver’s and conductor’s licenses without alarm or change in information.

The lease contract must be between LTO and the commercial center; the agreement provides free use of space for five (5) years with one (1) 42-inch LED TV and the necessary computer system; the office area must be a segregated area of at least 25 sq. meters exclusive of the waiting area (also provided free of charge); and the location must have sufficient data communications link and ample electricity for LTO system requirements.

LTO Central Office/Committee on Transfer and Creation of LTO Offices evaluates the application, recommends approval to the Assistant Secretary, who then recommends it to the Secretary of Transportation & Communications for approval.

Each DLRO must be operated by at least four (4) personnel from its nearest LTO District Office, with at least two (2) being organic.

One (1) Evaluator: receives documents and encodes expiration date; one (1) Cashier: collects fees, prints Official Receipt (OR), releases license card and OR; one (1) photo/signature personnel: takes picture/signature and prints the license card; one (1) scanning personnel: scans all supporting documents and performs other functions except the Evaluator/Cashier tasks.

Each employee must be knowledgeable of the entire DLRO process to prevent workflow interruption, including determining renewal due status, whether the case is ‘on alarm’ or should be endorsed elsewhere, evaluating medical certificate sufficiency, handling photo/signature steps, and receiving payment/releasing the new license with OR.

Only LTO organic personnel can substitute or perform the duties of the Evaluator and the Cashier in case of unavailability.

The Regional Director must submit a certification under oath that deploying assigned personnel to the DLRO will not hamper district office operations.

In such case, the District Office shall send a substitute organic personnel for the unavailable employee.

A current Non-Professional Driver’s License (NPDL), Professional Driver’s License (PDL), or Conductors License (CL) may be renewed at least one (1) month before expiration but not more than two (2) years from expiration.

The license shall be renewed on or before the last working day prior to the expiry date, consistent with the third paragraph of Section 24 of Republic Act No. 4136; otherwise it becomes delinquent and invalid, except if the license is surrendered to the Director or his deputies on or before the last working day prior to expiry to avoid delinquency fees.

The medical certificate must be issued by a licensed and practicing physician and is valid within fifteen (15) days from the date issued.

PDL applicants must provide a Tax Identification Number (TIN).

Payment of required fees and charges, and personal appearance for photo-taking and biometric signature.

Window 1: Applicant submits expired license and medical certificate to the Evaluator; Evaluator validates renewal due status, shows current data, returns license if info is correct, and transmits data for picture/signature. If information needs change or license is on alarm, applicant is directed accordingly. Window 2: Personnel take picture and signature based on transmitted data, then applicant proceeds to Window 3. Window 3: Cashier receives payment and releases the new license card to the applicant.

They shall not be allowed to renew their license; any license issued based on a fake certificate shall be put on alarm and immediately recalled; the applicant shall also be disqualified from securing a driver’s/conductor’s license in the future in accordance with existing rules.

Any official and/or employee violating the Order shall be subject to appropriate administrative action in accordance with existing Civil Service Rules and Regulations.

It shall take effect fifteen (15) days after its publication in a newspaper of general circulation.
