The order revises all rules and regulations governing the establishment of Driver's License Renewal Centers (DLRCs) and their operations to ensure efficient and effective implementation of the driver's license renewal process pursuant to Republic Act No. 4136 and its amendments.
A 'Driver' means any licensed operator of a motor vehicle.
An NPDL authorizes a person to operate a private motor vehicle, while a PDL authorizes a person to operate both private and public utility vehicles. Holders of a PDL may operate private vehicles without compensation.
DLROs must be located in commercial centers with a lease agreement between the LTO and the center for free use of space for 5 years, an exclusive office area of at least 25 sq. meters, available telecommunications, sufficient electricity supply, and provision of one LED TV and computer system.
DLROs must be operated by at least four personnel from the nearest LTO District Office, with two being organic. Roles include Evaluator, Cashier, personnel for capturing pictures and signatures, and a scanner. All must be knowledgeable of the entire DLRO process.
Applicants must present the current license, a medical certificate from a licensed physician valid within 15 days, Tax Identification Number (for professional licenses), pay fees, and personally appear for photo and biometric signature capture.
The license must be renewed on or before the last working day prior to the expiration to avoid invalidity and delinquency fees unless the license is surrendered to the LTO director or deputies before expiry.
They are advised to go to the nearest LTO Licensing Center since the DLRO only handles renewals without changes in information.
Applicants who submit fake medical certificates shall be disqualified from renewing their licenses, licenses issued on the basis of fake certificates shall be put on alarm and recalled, and the applicant shall be barred from securing licenses in the future.
Violations shall subject officials or employees to appropriate administrative actions as per existing Civil Service Rules and Regulations.
The order takes effect fifteen (15) days after its publication in a newspaper of general circulation.
All prior orders, circulars, memoranda, or related issuances inconsistent with this order are repealed or amended accordingly, ensuring that this order supersedes previous guidelines including Department Orders No. 2007-33 and 2010.
