Evaluation and Issuance of Certificate of Acceptance of an IT Facility (CAIF)

  • Upon receipt of the resolution, the PMC has fifteen (15) days to evaluate and formulate a recommendation.
  • The recommendation/resolution for issuance of the CAIF must be approved by the Assistant Secretary.
  • Every approved CAIF must be supported by an appropriate PMC resolution to ensure due process.

Procedures for Memorandum Circular on Collection of Computer Fees

  • The Finance and Management Division is responsible for preparing the Memorandum Circular (MC) for the collection of computer fees.
  • Preparation of the MC is based on the PMC resolution recommending the CAIF issuance and the CAIF duly approved by the Assistant Secretary.
  • The approved MC for fee collection shall be published in three (3) newspapers of general circulation.
  • The MC becomes effective fifteen (15) days after completion of publication.

Payment of Unpaid Computer Fees

  • For computer fees from previous years that remain unpaid, payment shall be based on the PMC resolution and a CAIF signed by the Assistant Secretary.

Supersession and Compliance

  • This memorandum circular supersedes Memorandum Circular AHS-2008-1005 dated August 1, 2008, along with any other conflicting orders or memoranda.
  • Strict compliance with the revised procedures is mandated.

Legal Authority

  • The issuance and procedures are pursuant to Office Orders regarding the reconstitution of the LTO IT Project Management Committee and its subcommittees.
  • The Assistant Secretary holds the final approval authority for CAIF issuance and related fee collection circulars.
