The primary purpose is to provide revised guidelines on the issuance of Certificate of Acceptance of an IT Facility (CAIF) and the Memorandum Circular for the collection of computer fees in the Land Transportation Office (LTO).
The recommendation for the conducted testing shall come from the concerned Central Office Sub Committee or Regional Offices Service Support groups through a resolution in accordance with the LTO IT User Acceptance Test Plan.
The PMC must evaluate and come up with a recommendation or resolution within fifteen (15) days after receipt of the resolution from the concerned CO Sub Committee or RO Service Support Groups.
The Assistant Secretary has the authority to approve the issuance of the CAIF.
The approved CAIF must always be supported by the appropriate Project Management Committee (PMC) Resolution.
The Finance and Management Division is responsible for preparing the Memorandum Circular for the collection of computer fees.
The documents required include the PMC resolution recommending the issuance of the CAIF and the CAIF duly approved by the Assistant Secretary.
The approved Memorandum Circular must be published in three (3) newspapers of general circulation and will become effective fifteen (15) days after the completion of the publication.
Payment of computer fees for prior years which remain unpaid shall be based on the PMC Resolution and the CAIF duly signed by the Assistant Secretary.
This memorandum supersedes Memorandum Circular AHS-2008-1005 dated August 1, 2008, and all other orders or memoranda which are in conflict with it.
