Supply Management and Procurement Guidelines

  • Area Directors are responsible for ensuring continuous supply of PHLPost Pak boxes, packaging tapes, and permanent markers at all Post Offices.
  • Procurement of PHLPost Pak boxes follows a consignment system with official designs and colors previously communicated.
  • Packaging tapes and permanent markers are procured by Area Offices using current budget allocations under Maintenance and Other Operating Expenses (MOOE).

Payment and Receipting Procedures

  • Upon collection of the Packaging Service Fee, the Postmaster or designated employee shall issue the corresponding Official Receipt to the payer.

Monitoring and Enforcement

  • Area Directors and Area Support Services Managers are directed to monitor implementation and ensure compliance by Postmasters and Postal Tellers regarding packaging service fees and procedures.

Effectivity and Supersession of Prior Orders

  • This administrative order revokes and supersedes all other pertinent orders, circulars, and memoranda with inconsistent provisions to maintain unified guidelines on packaging service fees.

Signatory Authority

  • The order is signed by Ma. Josefina M. Dela Cruz, Postmaster General and CEO, confirming its official status and enforcement.
