Revised Nutrient Standards for Animal Feeds
Law
Bai Administrative Order No. 01, S. 2008
Decision Date
Jan 8, 2008
Revised nutrient standards for animal feeds have been established to ensure compliance with the Livestock and Poultry Feeds Act, mandating registration and labeling requirements for all feed products to safeguard consumer interests and promote animal health.

Law Summary

Definitions

  • Clear definitions are established for key terms including various feed types (base feed, base mix, complete feed, concentrate, specialty feed), feed components (crude protein, crude fat, crude fiber, lactose, calcium, phosphorus), feed forms (pellets, mash, meal, crumbles), and feed additives.
  • Distinctions among feed types highlight varying nutritional contents and purposes, such as complete feeds that meet all nutritional needs, and specialty feeds intended for pets.
  • Feed additives cover a wide array of substances added in small amounts for quality improvement or specific functionalities.

Registration Requirements

  • Mandatory registration with the Bureau of Animal Industry (BAI) is required before manufacturing, importing, distributing, or selling any feed products.
  • Registration must be done separately for every type, kind, and form of feed or related product.
  • Separate registrations are required for company branches and toll-manufactured feeds.
  • Brand Name Clearance (BNC) must be secured prior to registering branded products.

Labeling Standards

  • All feed product containers must display an approved label in English; translations are allowed but English remains primary.
  • Labels must include comprehensive information: brand and product name, type and form, guaranteed nutrient analysis, ingredients, company details, feeding instructions where applicable, registration numbers, batch/lot numbers, manufacturing and expiry dates, and net weight.
  • Labels ensure consumer protection and transparency regarding feed quality and safety.

Registration Validity and Renewal

  • Registration validity expires annually on December 31.
  • Renewal applications can be filed annually (January 1-21) or semi-annually (before January 31 and July 31).
  • Extensions for renewal deadlines may be granted by the BAI Director under justified circumstances.

Nutrient Standards Compliance

  • All commercial feeds must comply with prescribed nutrient standards detailed in annexes.
  • Manufacturers must ensure the Guaranteed Analysis on labels matches these standards to maintain quality assurance.

Repealing Clause and Effectivity

  • Previous administrative issuances inconsistent with this Order are repealed or modified.
  • The Order takes effect 15 days after publication in the Official Gazette or a widely circulated newspaper and filing with the UP Law Center.

This comprehensive regulation ensures the uniformity, safety, and nutritional adequacy of animal feeds in the Philippines by setting clear standards, registration, labeling, and compliance procedures.
