Q&A (BAI ADMINISTRATIVE ORDER NO. 01, S. 2008)

The title is 'Revised Nutrient Standards for Animal Feeds.'

They are promulgated pursuant to Republic Act No. 1556, also known as the Livestock and Poultry Feeds Act, as amended.

Base Feed refers to a mixture or combination of feed ingredients containing a high amount of energy intended to be used as a complete feed after the addition of protein ingredients, supplements, additives, and other ingredients.

Complete Feed refers to a mixture or combination of feed ingredients, supplements, and additives by specific formula to be fed directly as sole ration to animals capable of furnishing their nutritional needs without any additional substance except water.

Feed Additives are ingredients added to the basic feed to fulfill specific needs, usually in micro quantities, which may have no nutritional value but improve the quality and efficacy of the feed. Examples include acidifiers, antioxidants, flavor enhancers, mold inhibitors, veterinary drugs, etc.

Yes, all feeds, feed ingredients, feed supplements, feed additives, base mixes, concentrates, specialty feeds, special feed nutrient preparations, and other feed products must be registered with the Bureau of Animal Industry (BAI) before manufacture, importation, exportation, sale, or distribution in the Philippines.

Labels must include the brand name; product name, kind and form; guaranteed analysis; ingredients; name and address of company; mixing and/or feeding directions if applicable; company and product registration numbers; batch/lot number; manufacturing and expiry dates; and net weight in grams or kilograms.

Labels must be printed mainly in English and be legible, clear, and distinct. Translations in Filipino or other languages are allowed only if English is the main language used.

The registration validity automatically expires every 31st of December of each year.

Feed registrations may be renewed annually or semi-annually. Annual renewal is from January 1 to 21, while semi-annual renewal deadlines are on or before January 31 and July 31. Extensions may be granted upon approval of the BAI Director if warranted.

This Order takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation and upon filing three (3) copies with the UP Law Center.
