Purpose and policy framework
- The Memorandum establishes an orderly method to schedule and process appointment-based transactions through a web-based application.
- The Memorandum directs strict compliance with the guidelines under its general provisions and workflow.
- The Memorandum provides for allocation of limited appointment slots and centralized handling through designated LTO sites and lanes.
Where and how the system is accessed
- The Online Appointment System can be accessed through LTO.net.ph.
- The system allocates appointments on a first come, first served basis.
- The system provides limited slots per site (initially 5 slots per hour from 8AM-4PM).
- There is no guarantee that a slot will always be available for a user’s first choice of appointment schedule.
- Users must print their Appointment Slips to be presented to LTO during their transaction.
Eligible transactions and site assignment
- The Online Appointment System can be used only to secure appointments for:
- Motor Vehicle (MV) Plain Renewal Registration; and
- Driver’s License (DL) Plain Renewal.
- The LTO Regional Office assigns District Offices/Licensing Centers capable of handling transactions scheduled through the Online Appointment System.
- Designated LTO sites must designate a Special Lane for exclusive use of clients with reserved slots from the Online Appointment System, including PWDs, Senior Citizens, and pregnant women.
- Only the specific MV or DL applied for with the confirmed appointment will be accommodated by the District Office/Licensing Center.
- Processing of another MV/DL transaction in addition to the confirmed appointment is not entertained; the client must be advised to go to the regular lane for additional transactions.
Appointment slot timing rules
- A transaction is accommodated only within the allotted time slot on a first come, first served basis.
- An applicant who arrives late for the appointment schedule is not accommodated at the Special Lane.
- Late applicants must be advised to process the transaction in the regular lane.
- If work is suspended due to force majeure and/or special holidays, all appointments scheduled for the day are accepted the next working day.
Special Lane workflow and processing steps
- When a client with an online appointment arrives at LTO, the Customer Service Representative (CSR) must require presentation of:
- the Appointment Slip; and
- other requirements for the MV/DL Renewal transaction.
- The CSR must attach/stamp the Appointment Slip with a Special Queuing Number and direct the client to the designated Special Lane.
- The Evaluator assigned in the Special Lane must validate the appointment online using the Viewing Facility.
- The Evaluator must immediately process the transaction based on the Special Queuing Number in accordance with established office regulations.
Viewing Facility controls and status updates
- The Online Appointment System includes a Viewing Facility for authorized LTO users to retrieve and print the list of appointments for a specific date, view appointment details, and update appointment record status.
- The DO/LC must designate an LTO employee (preferably the Evaluator assigned at the Special Lane) authorized to access the Viewing Facility.
- Only authorized personnel using their assigned user name and password should log into the Viewing Facility.
- The list of appointments for the day can be viewed or printed through the Viewing Facility to facilitate processing of transactions.
- After processing a transaction, its status must be updated to “Completed.”
- Records not transacted must have their status updated and tagged as “No Show.”
