Bases for the Awards
- Achievements recognized must have occurred in the preceding year.
- Criteria include:
- Consistent, exemplary performance in public service.
- Approved/adopted idea, suggestion, or intervention by the agency.
- Extraordinary acts related to public interest and employment.
- Outstanding community service or heroic acts unrelated to official duties.
Qualifications for the Awards
- Open to all officials and employees in national/local government, state universities and colleges, and government-owned or controlled corporations with original charters.
- Nominees must:
- Have at least 1 year employment at the nominating agency.
- Have at least "Very Satisfactory" rating for the two grading periods before nomination.
- Have no criminal or administrative cases pending or convictions involving moral turpitude.
Nominating Person or Group
- Nominations may be made by:
- The nominee's immediate supervisor.
- Co-workers of the nominee.
- Any private person or group.
Procedure for Nomination and Selection
- Nominations submitted to the Suggestions and Incentive Awards Committee (SIAC) of the agency with nominees.
- SIAC screens and evaluates nominations, then recommends to the agency head.
- Agency head reviews, selects, and endorses nominations to the Civil Service Commission (CSC).
- CSC's Technical Committee evaluates nominations and forwards candidates to the Special Committee on Awards.
- Special Committee recommends Presidential (Lingkod Bayan) awardees to the President and Pagasa awardees to the CSC Chairman.
- The President and CSC Chairman confer the respective awards.
Nomination Form
- CSC provides prescribed nomination forms for the Lingkod Bayan and Pagasa Awards.
- Forms available from the CSC and its regional/provincial/field offices.
Required Documents/Attachments
- Nomination forms duly signed by SIAC Chairman and agency head.
- Personal Data Sheet (CS Form 212) including service record, sworn before the highest HR officer.
- Certification by HR or Legal Officer stating no criminal or administrative offenses or pending cases.
- Performance appraisal forms for two rating periods immediately prior.
- Photo of the nominee (5 cm x 5 cm) with name on the back.
- Failure to submit required documents leads to disqualification.
- Additional supporting documents (e.g., clippings, citations, publications) encouraged.
Summary of Achievement
- A written narrative (at least 200 words) describing:
- Specific accomplishments warranting recognition.
- Context or situation prompting the nominee's action.
- Tasks and responsibilities fulfilled.
- Positive impact or improvements resulting from actions.
- Justification for the award.
Deadline for Submission of Nominations
- Nominations must be received by CSC by June 15 each year.
- Late submissions deferred to the following year's evaluation.
Composition of Suggestions and Incentive Awards Committee (SIAC)
- Bureau/department level SIAC consists of:
- Highest Human Resource Management Officer.
- Administrative Officer.
- Legal Officer.
- President of accredited employee organization.
- Rank-and-file employee elected at large.
- Absence of accredited employee association requires election of two employee representatives.
- Municipal, city, or provincial SIAC consists of:
- Highest HR management officer or personnel in-charge.
- Treasurer.
- Representative from mayor/governor's office.
- President of accredited employee organization.
- Rank-and-file employee elected at large.
Source of Funding for the Awards
- Legal basis under Section 35, Chapter 5 of E.O. No. 292 and Section 27 of RA 2260.
- Expenses chargeable to the savings of the respective agency.
Awarding Rites
- Lingkod Bayan (Presidential) Award conferred by the President during Civil Service Foundation Day.
- Pagasa Award conferred by CSC Chairman during Civil Service Week.
