The Presidential or Lingkod Bayan Award is conferred on an individual or group for highly exceptional or extraordinary contributions resulting from an idea or performance whose effect is nationwide and principally affects the national interest, security, and patrimony. It comes in the form of a gold (gilded) medallion and plaque signed by the President of the Philippines.
The Pagasa Award is given to individuals or groups for contributions from ideas or performances that directly benefit more than one government department or the government but are not of extraordinary degree to warrant the Lingkod Bayan Award. Consistent and dedicated exemplary performance in any public service profession or occupation is also considered.
The Departmental or Kapwa Award is given to individuals or groups whose ideas or performances result in direct benefits to a single government department or agency. Nominations for this award are evaluated by the departmental Suggestions and Incentive Awards Committee and do not need to be submitted to the Civil Service Commission.
Awards are based on achievements from the previous year including: consistent exemplary performance; approved ideas or suggestions adopted by the agency; performance of an extraordinary act or service related to official work; or outstanding community service or heroic acts not related to official functions.
Nominees must be officials or employees in national/local government, state universities/colleges, or government corporations with original charters; have been employed for at least one year with the nominating agency at the time of nomination; have at least a 'Very Satisfactory' rating for two preceding grading periods; and have no criminal or administrative cases pending or resolved against them involving moral turpitude.
Nominations may be submitted by the immediate supervisor of the nominee, the nominee’s co-workers, or any private person(s) or association(s).
Nominations are submitted to the agency’s Suggestions and Incentive Awards Committee (SIAC) for screening and evaluation, then recommended to the agency head who selects and endorses nominees to the Civil Service Commission (CSC). The CSC's Technical Committee evaluates nominations government-wide and recommends candidates to a Special Committee, which then recommends winners to the President for the Lingkod Bayan Award and to the CSC Chairman for the Pagasa Award.
Nominations must include: the prescribed nomination form signed by relevant authorities; Personal Data Sheet (CS Form 212) including service record, sworn before highest HR Management Officer; certification from HR or Legal Officer that the nominee has no disqualifying case; accomplished Performance Appraisal Forms for two consecutive periods; and a 5cm x 5cm photo of the nominee. Without these, nominations will not be considered.
Nominations must be received by the Civil Service Commission on or before June 15 each year. Late nominations will be included in the next year's evaluation.
At the department or bureau level, SIAC includes the highest HR Management Officer, Administrative Officer, Legal Officer, and representatives from accredited employee organizations and rank-and-file employees. At the municipal, city, or provincial level, it includes the highest HR officer, Treasurer, representative from the Mayor/Governor’s office, and employee representatives. If no accredited organization exists, representatives are elected at-large by employees.
Funding comes from agency savings as authorized under Section 35, Chapter 5 of Executive Order No. 292 and Section 27 of RA 2260, allowing agencies to cover expenses related to the incentive and award system.
The Lingkod Bayan Award is conferred by the President during the Civil Service Foundation Day Anniversary in a fitting ceremony. The Pagasa Award is conferred by the CSC Chairman during the Civil Service Week celebrations.
