It is pursuant to Executive Order (EO) No. 334 dated August 18, 1988 and its Implementing Rules and Regulations dated November 7, 1988.
Section 35, Chapter 5 of EO No. 292 (Administrative Code of 1987), as amended.
Lingkod Bayan is for highly exceptional/extraordinary contributions affecting the national interest, security and patrimony, with nationwide effect. Pagasa is for contributions resulting in direct benefits to more than one department or to the government, but not of such extraordinary degree as to warrant the Lingkod Bayan Award.
It is for contributions resulting in direct benefits to a single department or agency. Nominations need not be submitted to the CSC for screening/evaluation; the Department/Agency SIAC evaluates and recommends to the agency head.
They are: (1) consistent dedicated performance exemplifying the best in a profession/occupation in public service; (2) idea/suggestion/intervention approved and/or adopted by the employing agency; (3) performance of an extraordinary act or service in the public interest related to one’s employment/functions; and (4) outstanding community service or heroic act in the public interest not related to official functions.
The nominee must have been employed with the nominating agency for at least one (1) year at the time of nomination.
The nominee must have been rated at least Very Satisfactory (or its equivalent) for two grading periods immediately preceding the nomination.
The nominee must not have been found guilty of any criminal offense involving moral turpitude or any administrative offense, or must not have any pending case against them at the time of nomination.
The immediate supervisor of the employee, the employee’s co-owners/co-workers (as indicated in the text), or any private person/group.
The nomination form is submitted to the Suggestions and Incentive Awards Committee (SIAC) in the department/agency/bureau/regional office, SUC, LGU, or GOCC with an original charter where the nominee is employed.
The Technical Committee evaluates nominations from all departments/agencies and recommends selected candidates to the Special Committee on Awards.
The President approves and confers the Lingkod Bayan Award; the CSC Chairman approves and confers the Pagasa Award.
Nominations must be received by the CSC on or before June 15 of any given year.
They automatically are included for evaluation in the next year’s award.
Required documents include: (1) Personal Data Sheet (CS Form 212) with service record subscribed/sworn; (2) HRM/legal certification of no moral turpitude/admin conviction or pending case; (3) Accomplished Performance Appraisal for two consecutive rating periods; and (4) 5cm x 5cm photo with name. If these are not submitted, nominations shall not be considered.
Not less than 200 words.
It must describe the specific accomplishment, the situation/environment prompting action, the tasks/responsibilities of the nominee, the improvements/impact, and a justification for nomination/grant of the award.
It includes the highest HRM Officer, Administrative Officer, Legal Officer, President of the duly accredited employee organization, a rank-and-file employee organization representative, and a rank-and-file employee elected at large; if no accredited association, representatives are chosen at large through an election.
It includes the highest HRM Officer or personnel-in-charge, the Treasurer, a representative from the Office of the Mayor/Governor, the President of the duly accredited employee organization, and a rank-and-file employee elected at large; if no accredited association, two representatives are chosen at large via election.
