Structure and Organization: Officers

  • Officers include Chairperson, Vice-Chairperson, Secretary, Treasurer, and Auditor.
  • Elected by council members through secret ballot.
  • Elections scheduled annually for different council levels in November-January.
  • Term: One year with re-election allowed; no hold-over.

Duties of Officers

Committees and Meetings

  • Meeting frequencies: NCDC semestral; RCDC quarterly; PCDC, CCDC, MCDC monthly.

  • Decisions made by majority vote.

Funds

  • Derived primarily from resource sharing.
  • Can receive gifts, donations, benefits, grants from any person or entity.
  • LGUs may allocate funds.

Internal Policies and Turnover

  • Outgoing officers must turn over records, documents, properties, and finances within 30 days after election.

Calendar Year

  • Council operational year is January 1 to December 31.

Transitory Provision

  • Existing councils organized under previous circular continue programs for calendar year 2013.

Repealing Clause

  • Repeals CDA Memorandum Circular No. 2011-02 dated February 22, 2011.

Effectivity

  • Takes effect upon approval by CDA Board of Administrators (February 7, 2013).
