Definitions

- League: Refers to various recognized local government leagues (Governors, Mayors, Cooperative Development Officers) under RA 7160.
- Cooperative Development Office: Office or unit designated by provincial, city, or municipal governments for cooperative development.
Mandate and Responsibilities of the Councils
- Coordinate and monitor cooperative development plans and programs of government agencies and NGOs.
- Implement and monitor the Philippine Cooperative Medium Term Development Plans (PCMTDP).
- Share resources to achieve development objectives.
- Support and participate in cooperative activities such as cooperative month celebrations and congresses.
- Promote the observance of cooperative principles under the Cooperative Code.
Structure and Organization: Composition
- National Cooperative Development Council (NCDC): Includes National Coordinating Committee members, league presidents, regional CDC chairs, cooperative centers, and representatives from cooperatives and organizations.
- Regional Cooperative Development Council (RCDC): Comprises regional government agency heads, cooperative development officers, chairpersons of provincial and city CDCs, cooperative representatives, and NGOs.
- Provincial Cooperative Development Council (PCDC): Includes provincial government agency heads, local cooperative development officers, municipal and city CDC chairs, local government council cooperative committees, cooperative federation leaders, and NGOs.
- City Cooperative Development Council (CCDC): Composed of city government agency representatives, city development council chair, cooperative development officer, cooperative representatives, and NGOs.
- Municipal Cooperative Development Council (MCDC): Includes municipal government agency representatives, municipal development council chair, cooperative development officers, cooperative federation chairs, and NGOs.
Structure and Organization: Officers
- Officers include Chairperson, Vice-Chairperson, Secretary, Treasurer, and Auditor.
- Elected by council members through secret ballot.
- Elections scheduled annually for different council levels in November-January.
- Term: One year with re-election allowed; no hold-over.
- Vacancies filled during next meeting for the unexpired term.
Duties of Officers
- Chairperson: Presides meetings, supervises council operations, signs documents, represents council, calls special meetings, maintains records, reports operations.
- Vice-Chairperson: Acts in Chairperson's absence, performs delegated duties.
- Secretary: Prepares minutes and agendas, manages records, issues meeting notices.
- Treasurer: Manages funds and properties, disburses approved expenses, reports finances.
- Auditor: Audits financial and operational transactions, reports yearly or as required.
Secretariat
- Secretariat provided by CDA or designated cooperative development offices at respective levels.
- Functions: Prepare minutes and agendas, issue notices, maintain membership and legal documents, perform administrative duties.
Committees and Meetings
- Councils may create committees for specific tasks.
- Meeting frequencies: NCDC semestral; RCDC quarterly; PCDC, CCDC, MCDC monthly.
- Special meetings may be called by officers.
- Decisions made by majority vote.
Funds
- Derived primarily from resource sharing.
- Can receive gifts, donations, benefits, grants from any person or entity.
- LGUs may allocate funds.
Internal Policies and Turnover
- Councils to develop internal policies governing operations.
- Outgoing officers must turn over records, documents, properties, and finances within 30 days after election.
- Failure to turn over may result in legal action.
Calendar Year
- Council operational year is January 1 to December 31.
Transitory Provision
- Existing councils organized under previous circular continue programs for calendar year 2013.
Repealing Clause
- Repeals CDA Memorandum Circular No. 2011-02 dated February 22, 2011.
Effectivity
- Takes effect upon approval by CDA Board of Administrators (February 7, 2013).
