The NCCCPD is composed of representatives from government branches, instrumentalities, subdivisions, and agencies including government financial institutions with cooperative programs, with membership identified and chaired by the Cooperative Development Authority (CDA).

Cooperative Development Councils refer to consultative bodies on cooperative programs and projects created and organized at the national, regional, provincial, city, and municipal levels pursuant to EO 95.

1) Coordinate, harmonize, and monitor implementation of cooperative development plans; 2) Operationalize and monitor the Philippine Cooperative Medium Term Development Plans; 3) Share resources for development plan realization; 4) Support cooperative activities like celebrations and summits; and 5) Promote observance of cooperative principles as per the Cooperative Code.

Members include those of the NCCCPD identified by the CDA; national presidents or representatives of various leagues such as League of Provinces, Cities, Municipalities, and others; chairpersons of Regional Cooperative Development Councils, Philippine Cooperative Center, tertiary cooperatives; and representatives of other organizations with cooperative development programs.

The RCDC is composed of official representatives or their authorized representatives from regional directors of national government agencies, regional or area managers of government financial institutions, chairpersons of regional development councils, cooperative development officers at provincial/city levels, chairpersons of provincial and city CDCs, national/regional secondary cooperatives, and representatives of NGOs or academe with cooperative programs.

Officers (Chairperson, Vice-Chairperson, Secretary, Treasurer, Auditor) are elected by secret ballot by council members at their respective levels. Terms are one year starting on specific dates for each council level, with no hold-over capacity but with the right to re-election.

The Treasurer has custody, control, and accountability of the council’s funds and properties; disburses administrative expenditures duly approved by resolution; renders financial reports during meetings; and performs other duties assigned by the Chairperson or council.

Funds are primarily derived from resource sharing among members, but councils may also receive gifts, donations, benefits, grants, or allocations from Local Government Units (LGUs) or other persons.

The vacancy shall be filled by members of the council during the next regular meeting. The elected officer will serve only the unexpired term of the predecessor.

Failure to turn over shall be subject to appropriate legal actions.

NCDC meets semiannually; Regional Cooperative Development Councils quarterly; Provincial, City, and Municipal Cooperative Development Councils meet monthly; special meetings can be called as necessary.

The Secretariat prepares minutes and agendas, records attendance and proceedings, serves meeting notices, provides certified copies of minutes, maintains membership registers and files of relevant laws and resolutions, and performs other duties assigned by the Chairperson or Council.
