  • Detail allowed only when there is pressing need, duties are related to law enforcement/peace and order, and for a maximum initial period of six (6) months renewable once for six (6) more months, not exceeding two (2) years total.
  • Approval of detail rests with the Secretary of the Interior and Local Government (SILG) upon Chief PNP recommendation.

Administrative Jurisdiction and Monitoring

  • Receiving agency assumes administrative supervision over punctuality, attendance, and performance evaluation.
  • Leave and travel authority subject to PNP policies and processing through designated offices.
  • Performance is monitored by both receiving agency rating systems and by DPRM, with monthly evaluation reports to Chief PNP.
  • PNP disciplinary authority remains intact over detailed personnel; filing of complaints coordinated with receiving agency and relevant issuances.

Promotion and Assignment Conditions

  • Personnel on detail outside DILG are disqualified from promotion during detail and six months thereafter.
  • Promotions for personnel detailed within DILG agencies allowed subject to vacancies and policies.
  • Personnel designated to specific PNP units corresponding to their detail assignment (e.g., Training Service, AHO, HSS).
  • Newly promoted personnel allowed detail only after one year from promotion.

Procedures for Detail

  • Requests initiated by receiving agency detailing justification.
  • Personnel must submit availability, permanent appointment, latest performance rating, and clearances about pending cases and duties.
  • Validation and recommendation by DPRM, approval by Chief PNP, issuance of Department Order by SILG.
  • Announcement and official issuance of Letter Order stating detail period by DPRM.
  • Post detail, personnel must return to previous units within seven days; failure entails AWOL status and pay withholding.
  • Requests for reassignment after detail must be endorsed and processed through proper channels.

Miscellaneous Provisions

  • Detail extensions must be requested one month before expiration with personnel and receiving agency concurrence; maximum duration capped at two years.
  • Upon effectivity, expired details must be terminated unless renewed; certain personnel given transition period.
  • Chief PNP can terminate details anytime for personnel deployment considerations with prior notice to SILG.
  • DPRM tasked with periodic review of guidelines in consultation with receiving agencies.

Rescission and Effectivity

  • All inconsistent prior PNP policies and directives are rescinded or modified accordingly.
  • Circular takes effect 15 days after filing with the University of the Philippines Law Center as per established administrative code provisions.
