Policy Guidelines on Personnel Detailing
- Uniformed personnel ranks Police Inspector (PINSP) to Police Officer 1 (PO1) cannot be detailed outside the PNP to maintain operational effectiveness.
- Total personnel detailed to other agencies, except UN missions, capped at 1% of total PNP strength.
- Eligibility for detail requires minimum 5 years active service, a very satisfactory recent performance rating, permanent rank appointment, no pending cases, and exclusion from investigative or hearing officer roles.
- Higher ranking officers (PCSUPT and PSSUPT) may be detailed outside PNP only within DILG offices, performing rank-appropriate duties.
- Detail allowed only if there is a pressing need, the duty relates to law enforcement or related functions, and detail period is limited to a maximum of 6 months, renewable once for up to 2 years total.
- Approval of detail is by Chairman of NAPOLCOM upon Chief of PNP recommendation.
Administrative Jurisdiction and Supervision
- Receiving agency oversees punctuality, attendance, and evaluation.
- Leaves and travel requests processed through DPRM and PHAU.
- Personnel to report to PHAU during scheduled inspections for accountability.
- Performance evaluation uses receiving agency’s system; one unsatisfactory rating can terminate detail.
- Personnel detailed outside DILG not entitled to PNP Productivity Incentive Benefit during detail.
- DPRM monitors and reports detail implementation monthly.
- PNP retains disciplinary authority over detailed personnel; administrative cases coordinated with receiving agency.
Promotion and Career Progression of Detailed Personnel
- Personnel detailed outside DILG are ineligible for promotion during detail and for 6 months after.
- Those detailed within DILG offices may be promoted subject to policy and vacancies.
- 3rd level officers on detailed key positions for at least one year may be considered as holding positions for star rank upon return.
- Personnel due for promotion while detailed outside PNP to be recalled and assigned appropriate duties.
- PHAU carries records for personnel detailed outside PNP or on UN missions who remain promotion-qualified.
- Detailed personnel must attend monthly inspections for accounting.
Procedures for Detailing
- Receiving agency initiates request with justification.
- DPRM requires submission of documents including availability, appointment, performance ratings, clearances from unit that there are no pending cases or conflicting roles.
- DPRM validates and recommends detail to Chief, PNP who then recommends to NAPOLCOM Chairman.
- NAPOLCOM Chairman approves by memorandum.
- Letter Order issued with detail period.
- Personnel to return to previous unit after detail; re-detail prohibited for two years except for 3rd level PCOs.
- Reporting back within seven calendar days mandatory; failure grounds for AWOL and withholding of pay.
- Requests for assignment to other units processed through endorsement.
Miscellaneous Provisions
- Detail renewal requested at least one month prior to expiration with personnel concurrence; cannot exceed two years total.
- Upon effectivity, expired details end; current PINSP and PO1 given three months to complete detail.
- Chief, PNP has authority to terminate detail with prior consultation.
- DPRM to conduct periodic guideline reviews in consultation with receiving agencies.
Repealing Clause
- Previous inconsistent orders are repealed or modified accordingly.
Effectivity
- Circular effective fifteen days after filing at the University of the Philippines Law Center, complying with Revised Administrative Code provisions.
