Adoption of Revised Compensation and Position Classification System

  • Adoption of the system under Joint Senate and House Resolution No. 1, series 1994.
  • Subject to provisions of Section 14 of R.A. No. 6758 and Section 13 of P.D. No. 985.

Initial Implementation and Salary Adjustments

  • Implementation directed to Department of Budget and Management over four years.
  • Retroactive salary increase from January 1, 1994:
    • Civilian personnel:
      • Salary Grades 1 to 10: P800.00/month increase.
      • Salary Grades 11 upward: P700.00/month increase.
    • Uniformed personnel: per Administrative Order No. 110 dated February 4, 1994.
  • Heads of agencies, including GOCCs and LGUs, barred from granting increases exceeding authorized amounts.

Integration of Transition and Over and Above Allowances

  • New salary rates include previously authorized transition and "over-and-above" allowances.

Continuation of Other Allowances

  • Personnel Economic Relief Allowance and additional compensation under Administrative Order No. 53 continue as separate allowances.
  • Not integrated into basic pay.

Funding Sources for Salary Adjustments

  • National Government entities: charged to 1994 General Appropriations Act and savings; subsequent funding from annual Appropriations.
  • GOCCs: funded from corporate funds.
  • LGUs: funded from local funds.
  • Partial implementation allowed for GOCCs and LGUs lacking sufficient funds; must be uniform and proportionate across all positions.
  • In LGUs, initial increases may be limited to existing LGU personnel when salaries of devolved personnel are higher, until equalization.

Applicability to Constitutional Officials

  • Compensation adjustments for President, Vice-President, and House Members effective only after current incumbents' terms expire.
  • For Senators, adjustments effective after expiration of all incumbent senators' terms.

Implementation Guidelines

  • Department of Budget and Management tasked to issue necessary implementing guidelines.

Effectivity

  • Executive Order takes effect immediately upon issuance on March 7, 1994.
