Need for Establishing Time Frames for Land Use Plans and Ordinances
- A time frame (planning period) for Comprehensive Land Use Plans (CLUPs) and Zoning Ordinances (ZOs) is necessary.
- The time frame coincides with elected local government officials’ terms of office.
- Allows LGUs to respond to new development trends and address uncontrolled land development.
- Accounts for the increased demand for land for housing.
- Enables integration of previously unconsidered aspects such as climate change, disaster risk reduction, forest and coastal/water uses, and heritage conservation.
- Facilitates incorporation of priorities and policies of newly elected officials.
Clear Policy on Review and Amendment Periods
- Establishes a clear policy on the time frame for CLUPs and ZOs and their review, updating, and amendment periods.
- Serves as guidance for LGUs, development planners, consultants, NGOs, stakeholders, and the community.
Maximum Planning Period for Comprehensive Land Use Plans
- CLUPs shall have a maximum time frame of nine (9) years.
- LGUs are mandated to review, update, and amend the CLUPs every three (3) years from the date of approval.
- Earlier reviews and updates are permitted as the need arises.
Amendment of Zoning Ordinances
- Zoning Ordinances shall be amended in accordance with updates or changes to the CLUPs.
Effectivity
- The resolution took effect fifteen (15) days after its publication on January 9, 2014.
- Officially effective from January 24, 2014.
