The Housing and Land Use Regulatory Board establishes a nine-year maximum timeframe for Comprehensive Land Use Plans and mandates a review, update, and amendment every three years to ensure local government units can adapt to new development trends and priorities.

The maximum time frame established for a Comprehensive Land Use Plan (CLUP) is nine (9) years.

A Comprehensive Land Use Plan should be reviewed, updated, and amended after three (3) years from its date of approval.

The Housing and Land Use Regulatory Board (HLURB) is empowered to promulgate zoning and other land use control standards and guidelines.

It is a declared national policy to promote innovative land development and land use control measures to build communities and implement an integrated program of land use control aimed at optimum land use, adequate shelter, and environmental protection.

To allow local government units to respond to new development trends, manage uncontrolled land development, address increased housing demand, integrate aspects such as climate change, disaster risk reduction, and heritage conservation, and incorporate the priorities of newly elected officials.

The Zoning Ordinance shall be amended in accordance with the updates or changes in the Comprehensive Land Use Plan.

Local government units, development planners, consultants, non-governmental organizations, stakeholders, and the community.

HLURB's power is found under Section 5 (a) of Executive Order 648.

It took effect fifteen (15) days from its publication on 09 January 2014, which is 24 January 2014.

It was approved at Coconut Palace, Pasay City on 25 September 2013.
