Legal Authority and Basis
- The segregation is made upon the recommendation of the Secretary of the Department of Environment and Natural Resources.
- Exercised under the powers vested in the President of the Philippines by law.
- Disposal of the land is regulated under Act No. 1120 (Friar Lands Act) and Commonwealth Act No. 141 (Public Land Act).
- Subject to actual survey and private rights, if any.
Description and Boundaries of the Land
- The parcel is a portion of Lot 3 of Consolidation Subdivision plan (LRC) Pcs-30966, located in Barangay Poblacion, Muntinlupa City, Luzon Island.
- Bounded by Camp Sampaguita, Municipality of Las Piñas, Katarungan Village housing site, and other portions of Lot 3.
- Total land area confirmed to be approximately 900,000 square meters.
Exclusions From Disposition
- Areas used or earmarked for public or quasi-public purposes are excluded from disposition.
- Exceptions apply only in favor of the government or its branches.
Restrictions on Alienation and Encumbrances
- Land disposed of under this proclamation cannot be alienated for ten (10) years from issuance of title under sale, contract, or lease.
- The land cannot be liable for debts contracted prior to expiration of this ten-year period.
- Mortgaging is allowed only to Government Service and Insurance System (GSIS) or PAG-IBIG, as applicable.
Allocation of Reserved Land
- 300,000 square meters allocated for DENR (Central Office, NCR, and staff bureaus).
- 600,000 square meters allocated for the Office of the President.
Development and Planning Responsibilities
- DENR and Office of the President shall coordinate with the National Housing Authority (NHA) for master development planning.
- Planning considerations:
- Mixed-use development to maximize beneficiary reach.
- Agreements with NHA for medium and/or high-rise residential construction.
- Joint venture arrangements with private entities for middle managers and executives housing.
Implementation Rules and Regulations
- DENR, Office of the President, and NHA are tasked to prepare implementing rules and regulations to govern the disposition and development of the housing site.
Formal Execution
- The proclamation is executed by the President of the Philippines and attested by the Executive Secretary.
