The land shall not be subject to alienation for a term of ten (10) years from the issuance of the title. It cannot be sold or leased during that period, nor liable for satisfaction of any debt contracted prior to the expiration of the 10-year period. However, the land may be mortgaged to the Government Service and Insurance System (GSIS) or PAG-IBIG.

Three hundred thousand (300,000) square meters are allocated for the DENR (Central Office, DENR-NCR, and staff bureaus) and six hundred thousand (600,000) square meters for the Office of the President.

They shall prepare a master development plan for the housing site, enter into agreements with NHA for medium or high-rise residential buildings, and form joint venture agreements with private entities for middle managers and executives' housing.

Areas used or earmarked for public or quasi-public purposes shall be excluded from disposition except in favor of the government or its branches.

The land may be mortgaged only to the Government Service and Insurance System (GSIS) or the PAG-IBIG Fund.

The proclamation states that the reserved land is subject to actual survey and any private rights that may exist.
