Composition and Functions of the Philippine Air Negotiating Panel

  • Responsible for initial negotiations leading to Air Services Agreements (ASAs).
  • Chaired by the Secretary of the Department of Foreign Affairs (DFA) or authorized representative.
  • Members include secretaries from the Department of Trade and Industry (DTI), Department of Transportation and Communications (DOTC), Department of Labor and Employment (DOLE), Department of Tourism (DOT), and the Executive Director of the Civil Aeronautics Board (CAB) or their representatives.
  • Philippine designated official air carriers may participate as observers.

  • Responsible for subsequent negotiations or consultations relating to the ASAs.
  • Chaired by the Secretary of the DOTC or authorized representative.
  • Vice Chairman is the Executive Director of the CAB or authorized representative.
  • Members include secretaries of DTI, DOT, DFA, and DOLE or their representatives.
  • The Chairman may designate observers and appoint additional members with the President's or Executive Secretary’s approval.
  • Designated air carriers may participate only as observers.

Role of the Civil Aeronautics Board (CAB)

  • The CAB is the lead agency coordinating preparations for negotiations and consultations.
  • Acts as secretariat for both panels.
  • Authorized to constitute multiple air panels as necessary to meet negotiation demands.

Revocation and Amendment of Previous Orders

  • Executive Orders No. 32 (August 22, 2001) and No. 296 (March 10, 2004) are revoked.
  • Provisions of Executive Order No. 219 (January 3, 1995) and other issuances are amended to align with this reorganization.

Effectivity and Implementation

  • The Order takes effect fifteen (15) days after publication in a newspaper of general circulation.
  • Signed and promulgated in Manila on March 14, 2011, by the President and Executive Secretary.
