Authority and purpose of reorganization
- Executive Order No. 108 is issued by the President of the Philippines, Manuel Roxas.
- Executive Order No. 108 is issued to systematize and coordinate the rehabilitation, establishment, and improvement of lighthouses and other aids to navigation in the Philippines.
Composition of the Lighthouse Board
- Executive Order No. 108 reorganizes the Lighthouse Board to be composed of the following members:
- The Director of Coast and Geodetic Survey serves as Chairman.
- The Commander, Philippine Naval Patrol serves as a member.
- The Lighthouse Supervisor, Lighthouse Service, Philippine Naval Patrol serves as a member.
- The Surveyor of Port, Bureau of Customs serves as a member.
- The Supervising Port Works Engineer, Bureau of Public Works serves as a member.
- The President of the Philippines Ship Owneras Association, or his representative, serves as a member.
- The President of the Ocean-going Steamship Lines Association in the Philippines, or his representative, serves as a member.
Board powers and duties
- Executive Order No. 108 assigns the Board the duty to determine:
- The Board determines the location and type of lighthouses, buoys, or beacons to be established or constructed in the Philippines.
- Executive Order No. 108 requires the Board to prescribe and recommend:
- The Board prescribes and recommends standards and orders of lights and other aids to navigation in the Philippines.
- The Board passes upon applications:
- The Board passes upon all applications for the establishment or improvement of lighthouses and other aids to navigation.
- The Board prescribes and recommends procedures and standards of equipment:
- The Board prescribes and recommends operating procedures and the testing of lighthouse equipment and other aids to navigation.
- The Board studies and submits recommendations on electronic navigation aids:
- The Board studies and submits recommendations regarding electronic aids to navigation and similar new devices.
- The Board prescribes and recommends electronic aid establishment:
- The Board prescribes and recommends the establishment of electronic aids similar new devices.
- The Board recommends operating procedures for installation and maintenance:

Revocation of conflicting issuances
- Executive Order No. 108 revokes Executive Order No. 125.
- Executive Order No. 108 revokes all other Orders or Regulations in conflict with Executive Order No. 108.
