The President acted “by virtue of the powers vested in me by law,” as stated in the Executive Order.
It aims to systematize and coordinate the rehabilitation, establishment, and improvement of lighthouses and other aids to navigation in the Philippines.
The Director of Coast and Geodetic Survey is designated as Chairman.
Examples include: (1) the Commander, Philippine Naval Patrol; (2) the Lighthouse Supervisor, Lighthouse Service, Philippine Naval Patrol; (3) the Surveyor of Port, Bureau of Customs; (4) the Supervising Port Works Engineer, Bureau of Public Works; (5) the President of the Philippine Shipowners Association or his representative; and (6) the President of an Ocean-going Steamship Lines Association in the Philippines or his representative.
It allows the Presidents of the shipowners association and ocean-going steamship lines association to act through their respective representatives.
To determine the location and type of lighthouses, buoys, or beacons to be established or constructed in the Philippines.
To prescribe and recommend standards and orders of lights and other aids to navigation in the Philippines.
It must pass upon all applications for the establishment or improvement of lighthouses and other aids to navigation.
To prescribe and recommend operating procedures and the testing of lighthouse equipment and other aids to navigation.
It must study and submit recommendations regarding electronic aids to navigation (items 5 and 6), and recommend operating procedures for establishing, servicing, and maintaining lighthouses, electronic devices, and other aids to navigation (item 7).
To study and submit recommendations to the Office of the President for the improvement of aids to navigation and the lighthouse service in general.
To prepare recommendations to the President on the ways and means to accomplish the decisions reached by the Board.
Executive Order No. 125 is expressly revoked.
“All other Orders or Regulations in conflict herewith” are revoked.
While the Board has duties to prescribe/recommend and to pass upon applications, it also submits recommendations to the Office of the President and prepares recommendations to the President on how to accomplish Board decisions.
