  • Goals include prioritizing education, advancing health, addressing population and reproductive health, building capacities for the marginalized, increasing social protection, promoting gender equality, and improving coordination of poverty reduction programs.
  • Chaired by the Secretary of the Department of Social Welfare and Development with multi-sectoral membership.

Climate Change Adaptation, Mitigation and Disaster Risk Reduction Cluster

  • Concentrates on environmental conservation and disaster risk management.
  • Objectives: increase climate resiliency, promote sustainable resource management, enforce environmental standards, ensure disaster preparedness and response, and uphold international environmental commitments.
  • Chaired by the Secretary of the Department of Environment and Natural Resources.

Security, Justice and Peace Cluster

  • Ensures preservation of national sovereignty, rule of law, human rights, and peace.
  • Goals include territorial protection, peace pursuit, OFW welfare, strengthening rule of law, impartial justice system, and human rights protection.
  • Chaired by the Secretary of National Defense with participation from key justice and defense officials.

Economic Development Cluster

  • Promotes rapid, inclusive, and sustained economic growth.
  • Aims to create a conducive environment for enterprises, improve rural development, support relevant research and development, enhance productivity and competitiveness, and distribute economic benefits widely.
  • Chaired by the Secretary of Finance with a broad membership including economic and trade departments.

Participation of Other Cabinet Members

  • Clusters may invite other department heads as needed.
  • Certain offices including the Presidential Communications Operations Office, National Security Adviser, and Presidential Adviser on Legislative Affairs have mandated participation in specified clusters.

Good Governance Objectives

  • Clusters shall uphold transparency and combat corruption.
  • Strengthen institutional capacity and budget-performance linkage.
  • Cultivate a professional and motivated bureaucracy.
  • Improve public sector asset and resource management.
  • Establish policy environments that promote business competitiveness and reduce costs.

Performance and Projects Roadmap

  • Each cluster must formulate a performance and projects roadmap aligned with the Philippine Development Plan.
  • The Office of the Cabinet Secretary-Performance and Projects Management Office facilitates these roadmaps.

Cabinet Cluster System Secretariat

  • Creation of a Cabinet Cluster System Secretariat (CCSC) under the Office of the Cabinet Secretary.
  • The CCSC serves as the head secretariat to consolidate and monitor cluster directives and commitments.

Repeal, Separability and Effectivity

  • Executive Order No. 43 (s. 2011) is repealed.
  • Inconsistent issuances are revoked, amended, or modified.
  • If any provision is declared unconstitutional, others remain valid.
  • The order takes effect immediately upon publication.
