Executive Order No. 24 reorganizes the Cabinet Clusters system in the Philippines, aiming to enhance citizen participation, infrastructure development, poverty reduction, climate change adaptation, security and justice, and economic growth, while upholding transparency and combating corruption.

There are six Cabinet Clusters established: (a) Participatory Governance; (b) Infrastructure; (c) Human Development and Poverty Reduction; (d) Security, Justice and Peace; (e) Climate Change Adaptation, Mitigation and Disaster Risk Reduction; and (f) Economic Development.

The goals include enhancing citizen participation in governmental processes, strengthening consultation mechanisms for effective implementation of programs at the local level, and proposing policies to foster participatory governance and local government capacity building.

The Department of Public Works and Highways chairs the Infrastructure Cluster. Its objectives are to enhance delivery of public infrastructure, improve quality and reliability of infrastructure, strengthen implementation capacity and budget execution, and ensure equitable access to infrastructure services.

This Cluster aims to improve the quality of life of Filipinos by focusing on education, public health, population and reproductive health, capacity building, social protection, gender equality, and effective coordination of poverty reduction programs at the local level.

The Secretary of National Defense chairs the Security, Justice and Peace Cluster. Its goals are to protect national territory, attain just and lasting peace, ensure the welfare of OFWs, strengthen rule of law, institutionalize an efficient and impartial justice system, and advance human rights.

Good governance objectives include: upholding transparency and combatting corruption; linking budgets with performance outcomes; cultivating a professional and motivated bureaucracy; improving public sector asset and revenue management; and improving policy and regulatory environment to reduce business costs and enhance competition.

The CCSC, under the Office of the Cabinet Secretary, consolidates and closely monitors all cluster directives, instructions, and commitments. It serves as the head secretariat to the different cluster secretariats for coordination and monitoring purposes.

EO No. 24 integrates good governance and anti-corruption as immutable underpinnings in every policy, program, and intervention of all Cabinet Clusters, and mandates transparency and commitment to combat graft and corruption among their objectives.

Each Cabinet Cluster is required to formulate a Performance and Projects Roadmap aligned with the Philippine Development Plan. These roadmaps identify critical targets and annual deliverables to ensure cluster programs support national development goals.
