Legal basis and governing board rule
- The President issues Executive Order No. 146 by virtue of powers vested in the President by law under the introductory paragraph.
- Section 1 amends Section 4 of Article II of Presidential Decree No. 1468 as amended by Executive Order No. 1055.
- The Governing Board corporate powers and duties of the Philippine Coconut Authority are vested in and exercised by a Governing Board under the amended Section 4.
- The Governing Board consists of seven (7) members appointed by the President under the amended Section 4.
Scope of amendment and operating effect
- Section 1 applies specifically to Section 4 of Article II of Presidential Decree No. 1468, as further amended by Executive Order No. 1055.
- The amended Section 4 establishes the board’s size at seven (7) members.
- The amended Section 4 fixes the appointment power in the President for all Governing Board members.
Repeal and modification of inconsistent issuances
- Section 2 repeals or modifies all laws, decrees, orders, proclamations, rules, regulations, and issuances, or parts thereof, that are inconsistent with Executive Order No. 146.
- Inconsistency is resolved by repeal or modification “accordingly” under Section 2.

- The Executive Order is signed by President CORAZON C. AQUINO.
- The Executive Secretary signs as JOKER P. ARROYO.
- The Order is done in the City of Manila on March 03, 1987.
