To reorganize the membership in the Governing Board of the Philippine Coconut Authority so it can better meet current needs and provide more effective means of reforming the coconut industry.
Presidential Decree No. 1468, specifically Section 4 of Article II thereof, as amended by Executive Order No. 1055.
Section 4 of Article II (Governing Board provision) is amended to state that the Governing Board has seven (7) members to be appointed by the President.
To enable the Governing Board to meet the exigencies of the times and provide more effective means of reforming the coconut industry.

It shall take effect immediately and was done in Manila on March 3, 1987.
It clarifies that the Governing Board is the body authorized to exercise the Authority’s corporate powers and perform its corporate duties.
All laws, decrees, orders, proclamations, rules, regulations, and issuances (or parts thereof) inconsistent with the EO are repealed or modified accordingly.
It amends by substitution: it “further amends” the specified section by replacing it with a new text defining the Governing Board composition and appointment authority.
Executive Order No. 146 controls because it further amends the earlier provision and Section 2 repeals or modifies inconsistent issuances.
It identifies the precise location and provision within the earlier decree that is being amended, ensuring clarity on what rule is being changed.
The Executive Secretary signs in behalf of the President for purposes of attestation/administrative publication, as reflected by the signature line.
It indicates that the President is exercising delegated/constitutional statutory authority to reorganize and amend existing law concerning the Governing Board.
EO 146 reorganizes the Philippine Coconut Authority’s Governing Board by setting it at seven (7) members appointed by the President, amending PD 1468 as previously amended.
