  • Provide design, engineering, and technological services across sectors.
  • Maintain an information system and databank accessible to public and private sectors.
  • Implement programs to build manpower capabilities, infrastructure, and institutions.

Structural Organization

  • Composed of the Offices of the Director-General, Deputy and Assistant Directors-General.
  • Includes Services, Inter-Council Review Board, Sectoral Planning Councils, Institutes, and Regional Offices.

Leadership and Key Offices

  • Director-General: Appointed by the President; holds supervision and control over the Authority (except limited supervision over boards).
  • Office of the Director-General includes immediate staff.
  • Three Deputy Directors-General assist the Director-General for research and development, regional operations, and scientific and technical services.
  • Three Assistant Directors-General assist as recommended.

Authority Services

  • Planning and Evaluation Service: Oversees planning, monitoring, and development services.
  • Financial and Management Service: Provides budgetary, financial, and management advice.
  • Administrative and Legal Service: Handles personnel, legal matters, and administrative functions.

Governing Boards and Councils

  • Inter-Council Review Board: Chaired by Director-General to review sectoral council plans and the national plan.
  • Five Sectoral Planning Councils, each responsible for policy, planning, and fund allocation in specific sectors:
    • Industry and Energy
    • Health
    • Agriculture, Forestry, and Natural Resources
    • Aquatic and Marine Resources
    • Advanced Science and Technology
  • Councils composed of government officials, private sector leaders, and research institution representatives.

Institutes Under the Authority

  • Industrial Technology Development Institute: Applied research in industry, energy, and minerals; technical services and training.
  • Philippine Nuclear Research Institute: Research on nuclear applications, regulation, and operation of nuclear facilities.
  • Food Nutrition Research Institute: Research and policy on nutrition and malnutrition.
  • Forest Products Research and Development Institute: Research and technical services for forest-based industry.
  • Philippine Textile Research Institute: Textile industry research, development, and services.
  • Advanced Science and Technology Institute: Long-term research in advanced and emerging science and technologies.

  • Technology Application and Promotion Institute: Commercialization of technologies, contract research, consultancy, and venture financing.

Specialized Agencies

  • Philippine Atmospheric, Geophysical and Astronomical Services Administration: Weather forecasting, atmospheric studies, and related public safety functions.
  • Philippine Institute of Volcanology and Seismology: Prediction and study of volcanic eruptions, earthquakes, disaster preparedness and hazard mitigation.

Regional and International Offices

  • Regional Offices to implement policies regionally; headed by Regional Directors reporting to the Deputy Director for Regional Operations.
  • Authority may establish offices abroad with Presidential approval.

Transfers and Abolitions

  • Certain research and development centers and institutes are transferred to the Authority with memoranda of agreement to define relationships.
  • Several agencies are abolished with their functions, assets, personnel, and liabilities transferred to relevant institutes within the Authority to consolidate functions.

Transitory Provisions

  • Transfers include personnel, funding, assets, liabilities, and records; personnel continue on a hold-over basis unless separated by specific Executive Orders.
  • Provisions regarding abolition, merger, or termination of government units and functions are detailed, ensuring continuity and appropriate allocation of resources.

Staffing and Separation

  • Existing officers and employees continue on a hold-over basis pending the approval of a new position structure.
  • The Director-General shall approve a new staffing pattern within 120 days.
  • Non-included or non-reappointed personnel are deemed separated, with specified retirement or separation benefits.
  • Separation actions are protected from injunctions or restraining orders.

Oversight and Regulatory Provisions

  • Director-General required to formulate and enforce periodic performance evaluation systems and report annually to the President.
  • Notice or consent must be obtained if reorganization materially affects third-party rights.
  • Changes to the reorganization require Presidential approval to maintain efficiency.

Funding and Implementation

  • Funds to implement the Executive Order shall be derived from existing Authority resources.
  • The Director-General empowered to issue necessary implementing rules and regulations.
