It is known as the Reorganization Act of the National Science and Technology Authority.

The Authority shall provide central direction, leadership, and coordination of scientific and technological efforts to ensure their utilization for maximum economic and social benefits, formulate and implement policies, plans, programs, and projects for science and technology development, and review the state and needs of science and technology in the context of national development goals.

The Director-General is appointed by the President of the Philippines.

The Institute undertakes applied research and development in industrial manufacturing, mineral processing, and energy; transfers research results to end-users; provides technical services such as standards and calibration; and conducts training and technical advisory services to industry clients.

Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (Agriculture and forestry resources); 4. Philippine Council for Aquatic and Marine Research and Development (Aquatic and marine resources); 5. Philippine Council for Advanced Science and Technology Research and Development (Advanced science and technology).

They serve a term of two (2) years, with some variation for initial appointments as fixed in their respective appointments.

The State supports and encourages local scientific and technological efforts addressing national and local problems, promotes technological self-reliance in vital areas, encourages public-private partnerships, and supports private sector initiatives in science and technology with necessary incentives and assistance.

The Authority promotes, assists, and undertakes the transfer of scientific and technological research results to end-users and the development of indigenous technology and adaptation of suitable imported technology to commercial stages, preferably through joint ventures with private or public sectors.

The Philippine National Science Society, the National Academy of Science and Technology, and the Philippine Science High School.

They continue to perform their duties in a hold-over capacity and receive their salaries and benefits unless separated pursuant to applicable laws. A new position structure and staffing pattern shall be approved and those whose positions are not included or who are not reappointed are deemed separated with entitlement to retirement or separation benefits.
