Command Structure and Operational Control
- All five major commands report directly to the Commanding General of the AFP.
- The Philippine Constabulary continues to act as a national police force but remains under the operational control of the Secretary of the Interior.
Powers of Major Commanders
- Each commander of the major commands is vested with powers equivalent to those of chiefs of bureaus and offices.
Composition of the Office of the Commanding General
- The Office of the Commanding General includes the Commanding General, Deputy Commanding General, and other assistants approved by the President.
- References in laws or regulations to the Chief of Staff and Deputy Chief of Staff shall now be understood as references to the Commanding General and Deputy Commanding General respectively.
Responsibilities of the Philippine Service Command
- Procurement, custody, shipment, warehousing, issuance, sale, and accounting of all supplies necessary for the AFP.
- Coordination of the AFP supply system with advice from commanders of major commands.
- Maintaining money and property accounts including appropriation and cost accounting, cost inspections, and audits.
- Authorizing and controlling transportation of AFP property and personnel baggage.
- Chartering merchant vessels and managing cargo terminal facilities.
- Managing design, development, maintenance, and control of ordnance equipment and ammunition.
- Procurement and issuance of signal equipment and coordinating signal communications.
- Providing medical and dental care to AFP personnel, retirees, dependents, and civilians injured at work.
- Planning, construction, maintenance, and inspection of AFP buildings and public utilities.
- Managing acquisition, disposal, and records of real estate and real property.
- Conducting annual surveys and estimating funds needed for maintenance and construction.
- Coordinating procurement of utility services for AFP installations.
- Maintaining records of all AFP vehicles.
Establishment of the General Military Council
- A General Military Council is created, composed of the Commanding General and the commanders of all major commands.
- It serves as an advisory body to the Secretary of National Defense on administrative and operational matters.
Appropriations and Implementation
- Current AFP appropriations are to be adjusted by the Secretary of National Defense with the President's approval.
- The Executive Order takes effect immediately upon promulgation.
