Elpidio Quirino's Executive Order No. 308 reorganizes the Armed Forces of the Philippines into five major commands under the Secretary of National Defense, establishing a General Military Council to advise on administrative and operational functions.

It reorganizes the Armed Forces of the Philippines by dividing it into major commands and defining their administrative structure, responsibilities, and command relationships.

(a) Philippine Constabulary, (b) Philippine Ground Force, (c) Philippine Naval Patrol, (d) Philippine Air Force, and (e) Philippine Service Command.

The Commanding General of the Armed Forces of the Philippines.

The Philippine Constabulary continues its present duties as a national police force, under the operational control of the Secretary of the Interior, while remaining under the overall direct command arrangement stated in EO 308.

They shall have the powers generally conferred upon the chiefs of bureaus and offices.

It consists of the Commanding General, the Deputy Commanding General, and such assistants as may be necessary with the approval of the President.

They are to be understood as referring to the Commanding General and the Deputy Commanding General of the Armed Forces of the Philippines, respectively.

It handles procurement, custody, shipment, warehousing, issue, sale, and accounting for supplies and related property and services of the Armed Forces, including food, fuel, clothing, medicines, and general stores.

Keeping money and property accounts of the Armed Forces, including appropriation and cost accounting of military activities, and cost inspection under other cost contracts (including audits of contractors’ books and records).

Authorizing and controlling the transportation of Armed Forces property and of authorized baggage of Armed Forces personnel.

It may charter merchant vessels for transportation purposes and procure, operate, and administer cargo terminal facilities, including procuring and assigning stevedores.

Design, planning, development, procurement, manufacture, distribution, maintenance, repair, alteration, research on ordnance equipment; and control/storage/terminal facilities for ammunition and ammunition details, including storage and issue of ammunition.

Safeguarding the health of personnel; providing care for the sick and injured; medical and dental attendance to retired personnel, dependents of Armed Forces personnel, and civilian employees injured or who become sick while at work.

Design, planning, development, procurement, construction, alteration, cost estimates, and inspection of all construction projects and public utilities in the Armed Forces, including repair.

It acquires and disposes of real estate and maintains records; it also has custody of real property no longer required for the assigned use.

It is composed of the Commanding General and all Commanders of major commands; it advises the Secretary of National Defense on the administrative and operational functions of the Armed Forces.

Current appropriations are to be adjusted by the Secretary of National Defense with the approval of the President.
