Selection of Private Sector Representatives (PSRs)

  • PSRs are selected according to guidelines approved by the NEDA Board

Special Members of the RDC

  • RDC may designate non-voting special members with concurrence of majority of regular members

Core Functions of the Regional Development Councils

  • Coordinate preparation, implementation, monitoring, and evaluation of short and long-term regional development plans and investment programs
  • Integrate approved plans from provinces, cities, government agencies, colleges/universities, and special authorities into a unified regional plan
  • Review, prioritize, and endorse annual and multi-year sectoral investment programs to the national government
  • Review and endorse budgets of agency regional offices, state universities, and special development authorities
  • Promote private investment inflow aligned with regional objectives
  • Review and endorse national plans and projects to be implemented regionally
  • Endorse national agency projects impacting regions and LGU projects requiring national government financial backing
  • Initiate and coordinate multi-agency or multi-LGU regional and special development projects
  • Coordinate monitoring and evaluation of projects undertaken by varied government entities
  • Perform other functions to sustain socio-economic regional development

Leadership and Organization of the RDC

  • Chairman and Co-Chairman appointed by the President; NEDA Regional Director as ex-officio Vice-Chairman; NEDA Assistant Regional Director as Secretary
  • Executive Committee created to handle urgent matters between full council meetings, consisting of one-fourth of council membership including all sectoral committee chairmen and officers
  • Sectoral Committees established for social, economic, infrastructure, and development administration sectors to support RDC functions
  • Advisory Committee formed including House Representatives and Executive Committee members to advise and support the RDC
  • Affiliate committees and councils organized under respective lead agencies assist the RDC in coordination, monitoring, and evaluation

Meetings and Quorum

  • Full Council shall meet at least quarterly
  • Council may adopt its own quorum rules

Appointment Process for Chairman and Co-Chairman

  • RDC nominates at least two local chief executives who are ex-officio members and two private sector representatives
  • President appoints Chairman and Co-Chairman ensuring one is from government and the other from private sector
  • Regional Directors of national agencies excluded from Chairmanship nominations

Powers and Responsibilities of Chairman and Co-Chairman

  • Preside over meetings
  • Direct council members and agencies to perform necessary tasks
  • Accept donations and gifts on behalf of council
  • Represent region in Cabinet and national level activities
  • Submit regional plans, investment programs, and reports to the President
  • Perform additional duties as directed by the President

Secretariat and Administrative Management

  • NEDA Regional Office serves as Secretariat, managing technical, administrative, and financial operations
  • NEDA Regional Director accountable for RDC funds and properties

Term and Funding

  • Chairman, Co-Chairman, and PSRs serve fixed three-year terms coinciding with local elective officials' terms
  • Funding provided in annual general appropriations bill subject to auditing

Exceptions and Implementing Provisions

  • Executive Order excludes the Autonomous Region in Muslim Mindanao and the Cordillera Administrative Region
  • NEDA Board tasked to prepare implementing rules and guidelines
  • Existing PSRs serve until term expiry; new selections follow prescribed guidelines
  • Previous inconsistent issuances repealed or modified

Effectivity

  • The Executive Order takes immediate effect upon issuance
