The RDCs are created to strengthen the autonomy of local government units through administrative decentralization and to accelerate socio-economic development in the regions.
Regular members include all provincial governors, all city mayors, mayors of municipalities designated as provincial capitals, all presidents of the provincial league of mayors, the mayors of municipalities designated as regional centers, regional directors of specific agencies represented in the NEDA Board, and private sector representatives who comprise one-fourth of the council.
